Roll Call
Committee Chair Kathy Kershner called the meeting to order at 2:05 p.m.
in a virtual meeting.
Present: 3 - Barry Buchanan, Kaylee Galloway, and Kathy Kershner
Absent: None
Also Present: Tyler Byrd, Todd Donovan, Ben Elenbaas, and Carol Frazey
Announcements
Committee Discussion
1. A132022-085 Discussion regarding COVID-19 Pandemic Response Review project work plan
Cathy Halka, Council Legislative Analyst, answered whether BERK
Consulting put this work plan together.
Kershner discussed the plan, the possibility of modifying the date to the end
of September, and adding to the work plan a review of where the emergency
funding we received has been spent, whether we think the money was spent
effectively, and whether we would do it differently in a different emergency
situation.
Kershner moved to add a review of the costs and where they were spent.
Councilmembers discussed the motion, whether they would need to amend
the Ordinance or contract to make that change and whether Kershner's
motion was for the Ordinance or for the work plan.
Kershner repeated her motion to include a review of all of the costs
associated with this emergency.
Councilmembers discussed whether the Council could just ask the
Executive to get that information from the Finance Department.
The motion carried by the following vote:
Aye: 3 - Buchanan, Galloway, and Kershner
Nay: 0
Councilmembers and Halka discussed whether this assessment includes an
analysis of the make-up of the current Health Board and whether it should
