Call To Order
Roll Call
Committee Chair Barry Buchanan called the meeting to order at 2:26 p.m.
in a virtual meeting.
Present: 3 - Barry Buchanan, Tyler Byrd, and Carol Frazey
Absent: None
Also Present: Todd Donovan, Ben Elenbaas, Kaylee Galloway, and Kathy Kershner
Announcements
Committee Discussion and Recommendation to Council
1. AB2022-048 Ordinance authorizing Superior Court to appoint a statutory commissioner
Karen Frakes, Prosecuting Attorney's Office, briefed the Councilmembers
and stated she drafted and is familiar with the Ordinance but is not familiar
with the circumstances in Superior Court that motivated them wanting to
create this position.
Byrd moved to hold this item until someone from Superior Court can come
and give the Council an update on it.
Frakes answered what a Commissioner does, whether they are appointed by
judges, and whether this would help Superior Court with its caseload.
Counciimembers discussed the motion and whether they could get more
information and then dispense with the item tonight
Byrd amended his motion to hold until we receive further information.
The motion carried by the following vote:
Aye: 3 - Frazey, Byrd, and Buchanan
Nay: 0
This agenda item was FORWARDED TO COUNCIL WITH
RECOMMENDED MOTION(S).
Motion approved to hold until they receive further information.

Kershner stated she would like to talk about the current situation with the
Jail when the Sheriff is ready to do that.
Councilmembers concurred that it should be added to an agenda as soon as
possible.
The meeting adjourned at 2:35 p.m.
