Committee Chair Ben Elenbaas called the meeting to order at 2:21 p.m. in a
Roll Call
virtual meeting.
Present: 3 - Rud Browne, Ben Elenbaas, and Todd Donovan

Special Presentation
1. A1320221-71..7. Briefing on the draft Whatcom County Review and Evaluation Program Methodology
to implement provisions of the Growth Management Act
Mark Personius, Planning and Development Services Department Director,
introduced new Planning and Development staff Steve Roberge, presented,
and answered how much we can compare what we have planned and what we
achieved or whether it is just a snapshot in time of where we are, how this
affects the Urban Growth Area (UGA) allocation process, what is it that put
Whatcom County into this process, and how this would be enforceable on
jurisdictions.
This agenda item was PRESENTED.
Committee Discussion
1.l,20i, 605. Discussion on proposed amendments to the Whatcom County Code Title 20 (Zoning)
to provide additional affordable housing options
Elenbaas moved to hold this item in committee until next year to give
opportunity to meet with staff to discuss ideas.
Councilmembers and the following staff discussed proposed changes
emailed today to Councilmembers via Jesse Rasmussen, how the proposal
compares to current code, and whether they can come up with a workable
solution:
• Cliff Strong, Planning and Development Services Department
• Curtis Metz, Planning and Development Services Department
Elenbaas amended his motion to hold this item in committee until January

Dana Brown -Davis, Clerk of the Council, stated that the related ordinance is
scheduled for introduction and will need a motion tonight to remove it.
The motion carried by the following vote:
Aye: 3 - Browne, Donovan and Elenbaas
Nay: 0
