Call To Order
Committee Chair Barry Buchanan called the meeting to order at 1:50 p.m.
in a virtual meeting.
Present: 2 - Barry Buchanan, and Carol Frazey
Absent: 1 - Tyler Byrd

Announcements
Committee Discussion
1. A13202j 694 Discussion and updates on the Justice Project (Public Health, Safety, and Justice
Facility Needs Assessment)
Buchanan briefed the Councilmembers and moved that the Incarceration
Prevention and Reduction Task Force take the Whatcom Public Health,
Safety and Justice Initiatives onto their workplan for 2022.
Councilmembers discussed how much the steering committee has already
been looped in and whether they are ready to make the change to discuss
facilities.
The motion carried by the following vote:
Aye: 2 - Frazey and Buchanan
Nay: 0
Absent: I - Byrd
Councilmembers discussed the request for the communications specialist
for the task force and the following people spoke:
Tyler Schroeder, Executive's Office, briefed the Councilmembers on
the agreement they will have with Crossroads Consulting for
facilitation of the Stakeholder Advisory Committee (SAC)
Meetings.
Cathy Halka, Council Legislative Analyst, answered how many
vacancies there are for the SAC.
