To appropropriate $612,000 in Health to fund COVID mass vaccination sites from FEMA grant proceeds. 2. To appropriate $317,539 in Health to fund DOH COVID vaccination/immunization program, and add 1 FTE Program Specialist, from grant proceeds. From the Behavioral Health Programs Fund: 3. To appropriate $172,412 in Health to fund a Response System Manager FTE for the GRACE & LEAD Programs. From the Lake Whatcom Stormwater Utility Fund: 4. To appropriate $268,000 to fund transfer in support of the Geneva Bioretention Pilot Project. From the Real Estate Excise Tax II Fund: 5. To appropriate $250,000 to fund transfer in support of the Geneva Bioretention Pilot Project.
