ACCEPTING THE 2021 WHATCOM COUNTY COMPREHENSIVE
ECONOMIC DEVELOPMENT STRATEGY (CEDS) AND AMENDED
APPENDIX AND APPROVING SUBMITTAL OF THE DRAFT TO THE UNITED
STATES DEPARTMENT OF COMMERCE ECONOMIC DEVELOPMENT
ADMINISTRATION
WHEREAS, the Economic Development Reform Act of 1998 identifies a
Comprehensive Economic Development Strategy (CEDS) as a requirement to apply for
assistance under the Economic Development Administration's (EDA) economic
adjustment and public works program; and
WHEREAS, Public Law 105-393, implemented in 1999, amends the
Public Works and Economic Development Act of 1965 and re -authorizes Economic
Development Administration Programs for five years; and
WHEREAS, in 2021, the Port of Bellingham, through its Economic
Development Division, completed the work to update the document; and
WHEREAS, on annual basis the Port of Bellingham will update the
Whatcom County Comprehensive Economic Development Strategy appendix known as
the CEDS Project List to add, remove or revise projects on the list to reflect new county
priorities and updated community plans or priorities; and
WHEREAS, the Port of Bellingham updated the CEDS Project List to
reflect new 2021 county priorities and this updated Project List is included as Appendix
6 in the 2021-2025 Comprehensive Economic Development Strategy as presented by the
Port of Bellingham; and
WHEREAS, RCW 82.14.370 requires that projects utilizing rural sales
tax revenue must be listed in the County's overall economic development plan; and
NOW, THEREFORE, BE IT RESOLVED that the Whatcom County
Council hereby accepts the 2021 Whatcom County Comprehensive Economic
Development Strategy (CEDS) for submission to the United States Department of
Commerce Economic Development Administration by the Port of Bellingham.
BE IT FURTHER RESOLVED that the Whatcom County Council
officially adopts the 2021-2025 Whatcom County Comprehensive Economic
Development Strategy (CEDS) as the County's interim overall economic develop plan.
