RESOLUTION NO. 2021-060
AN AMENDMENT TO RESOLUTION NO. 2021-046
ACCEPTING THE 2022 WHATCOM COUNTY COMPREHENSIVE
ECONOMIC DEVELOPMENT STRATEGY (CEDS) AND AMENDED
APPENDIX AND APPROVING SUBMITTAL OF THE DRAFT TO THE UNITED
STATES DEPARTMENT OF COMMERCE ECONOMIC DEVELOPMENT
ADMINISTRATION
WHEREAS, Resolution 2021-046 in the matter of updating the five-year
Comprehensive Economic Development Strategy was approved on October 26, 2021; and
WHEREAS, Public Law 105-393, implemented in 1999, amends the
Public Works and Economic Development Act of 1965 and re -authorizes Economic
Development Administration Programs for five years; and
WHEREAS, in 2021, the Port of Bellingham, through its Economic
Development Division, completed the work to update the document; and
WHEREAS, due to delays related to other priorities the resolution was
not approved until October 26, 2021; and
WHEREAS, as a result of that delay, the five-year CEDS update should
be changed to reflect a five-year term beginning in 2022 and running through 2026; and
WHEREAS, the Port of Bellingham updated the CEDS Project List to
reflect new 2022 county priorities and this updated Project List is included as Appendix
#6 in the 2022-2026 Comprehensive Economic Development Strategy as presented by the
Port of Bellingham; and
NOW, THEREFORE, BE IT RESOLVED that the Whatcom County
Council hereby accepts the 2022 Whatcom County Comprehensive Economic
Development Strategy (CEDS) for submission to the United States Department of
Commerce Economic Development Administration by the Port of Bellingham.
BE IT FURTHER RESOLVED that the Whatcom County Council
officially adopts the 2022-2026 Whatcom County Comprehensive Economic
Development Strategy (CEDS) as the County's interim overall economic develop plan.
