Roll Call
Committee Chair Carol Frazey called the meeting to order at 12:45 p.m. in
a virtual meeting.
Present: 3 - Carol Frazey, Todd Donovan, and Rud Browne
Absent: None
Also Present: Barry Buchanan, Tyler Byrd, Ben Elenbaas, and Kathy Kershner

Committee Discussion
1. AB2021_.571 Discussion of an ordinance amending Whatcom County Code 12.20 Road Vacations
to update procedures for processing petitions
Andrew Hester, Public Works Department, briefed the Councilmembers
and answered what will happen with the current fee structure, whether some
of the stricken language is just reorganized in the code, whether the whole
process for road vacations has changed, whether this is only covering the
unincorporated part of Whatcom County, and what happens if all affected
people on a desired road to vacate do not agree with petitioning for a
vacation.

Karcher, Public Works Department, briefed the Councilmembers and
answered what other roads have that steep of a grade, whether the amount
can keep increasing if it ends up costing more than $700,000 because it
falls under an emergency proclamation, and whether the Council would still
have to approve it.
