Council Finance and Administrative Committee Minutes - Final October 26, 2021 Services Committee Call To Order Roll Call Committee Chair Rud Browne called the meeting to order at 10:15 a.m. in a virtual meeting. Present: 3 - Rud Browne, Tyler Byrd, and Carol Frazey Absent: None Also Present: Barry Buchanan, Todd Donovan, Ben Elenbaas, and Kathy Kershner Announcements Committee Discussion and Recommendation to Council 1. AB2021-447 Resolution accepting the 2021 Whatcom County Compehensive Economic Development Strategy (CEDS) and ameded Appendix and approving submittal of the draft to the United States Department of Commerce Economic Development Administration The following people presented: • Don Goldberg, Port of Bellingham • Jennifer Noveck, Port of Bellingham They answered questions about what progress has been made on the last mile for broadband and how it fits into the strategy and timeline, and what the plan is after the time period for this strategy is over. Satpal Sidhu, County Executive, spoke about discussions taking place about the Kendall trail and elevation of Slater Road which are not currently on the list. Frazey moved that the Resolution be RECOMMENDED FOR APPROVAL. Tyler Schroeder, Executive's Office, clarified that this is a substitute resolution and Frazey confirmed that her motion is for the substitute. A B2011-592 Ordinance amending the 2021 Whatcom County Budget, request no. 16, in the amount of $411,953 Byrd moved that the Ordinance be RECOMMENDED FOR ADOPTION. The motion carried by the following vote: Aye: 3 - Browne, Byrd, and Frazey Nay: 0 Absent: 0 3. AB2021-58 3 Resolution amending the Flood Control Zone District & Subzones 2021 budget, request no. 4, in the amount of $855,502 (Council acting as the Whatcom County Flood Control Zone District Board of Supervisors) Frazey moved that the Resolution (FCZDBS) be RECOMMENDED FOR APPROVAL. Kraig Olason, Public Works Department, stated he was available for questions. Frazey's motion that the Resolution (FCZDBS) be RECOMMENDED FOR APPROVAL carried by the following vote: Aye: 3 - Browne, Byrd, and Frazey Nay: 0 Absent: 0 4. AB2021--593. Request authorization for the County Executive to enter into an interlocal agreement between Whatcom County and Island County to provide COVID-related isolation and quarantine to Island County residents, in the amount of $200 per resident, per day Frazey moved that the Interlocal be RECOMMENDED FOR AUTHORIZATION. The motion carried by the following vote: Aye: 3 - Browne, Byrd, and Frazey Nay: 0 Absent: 0 5. AB20_?,,,1-59-5 Request authorization for the County Executive to enter into a contract amendment between Whatcom County and Opportunity Council to administer the Housing and Essential Needs Program in the amount of $503,370 for a total amended contract amount of $2,540,694 Whatcom County Page 2 Council Finance and Administrative Committee Minutes - Final October 26, 2021 Services Committee Byrd moved that the Contract be RECOMMENDED FOR AUTHORIZATION. The motion carried by the following vote: Aye: 3 - Browne, Byrd, and Frazey Nay: 0 Absent: 0 6. i_32.0? 1-_600 Request authorization for the County Executive to enter into a contract between Whatcom County Flood Control Zone District and Geneva Consulting Services for the coordination of the Whatcom Lead Integrating Organization (Council acting as the Whatcom County Flood Control Zone District Board of Supervisors) Byrd moved that the Contract (FCZDBS) be RECOMMENDED FOR AUTHORIZATION. Austin Rose, Public Works Department, briefed the Councilmembers and answered questions. Byrd's motion that the Contract (FCZDBS) be RECOMMENDED FOR AUTHORIZATION carried by the following vote: Aye: 3 - Browne, Byrd, and Frazey Nay: 0 Absent: 0 7. AB2021 _.60? Request authorization for the County Executive to enter into an agreement between Whatcom County and Greg Dibble for the lease of 600 Dupont Street, Bellingham WA Frazey moved that the Agreement be RECOMMENDED FOR AUTHORIZATION. Rob Ney, Administrative Services Department Facilities, answered why they are not using the fourth floor of the Public Works building for this purpose, the timeline for finishing the Public Defender remodel project, how many people they need room for and whether the Councilmember Offices could temporarily be used for this purpose instead, and the costs for getting the proposed building ready to use. Tyler Schroeder, Executive's Office, answered why he signed the letter of intent as opposed of the Executive, the process for delegation of authority, and in which part of the Whatcom County Code that policy can be found. Frazey's motion that the Agreement be RECOMMENDED FOR AUTHORIZATION carried by the following vote: Whatcom County page 3 Council Finance and Administrative Committee Minutes - Final October 26, 2021 Services Committee Aye: 2 - Browne, and Frazey Nay: 0 Absent: 0 Abstain: 1 - Byrd Council "Consent Agenda" Items Byrd moved to recommend approval of the consent agenda items. Frazey suggested a friendly amendment to the motion to discuss agenda item number four separately. Byrd amended his motion and moved that agenda items one through three be recommended for authorization by consent. Dana Brown -Davis, Clerk of the Council, answered whether it was acceptable to not read each individual item into the record. The motion carried 3-0 (see motion and vote on each individual item below). 1. AB20 1 ­59 5. Request authorization for the County Executive to enter into an interlocal agreement between Whatcom County and U.S. Department of Justice Drug Enforcement Administration for Cooperative State and Local Task Force Agreement FY2022 Byrd moved that the Interlocal be RECOMMENDED FOR AUTHORIZATION BY CONSENT. The motion carried by the following vote: Aye: 3 - Browne, Byrd, and Frazey Nay: 0 Absent: 0 2. AB2021-586 Request authorization for the County Executive to enter into an interlocal agreement between Whatcom County and U.S. Department of Justice Drug Enforcement Administration for Program -Funded State and Local Task Force Agreement FY2022, in the amount of $38,744.00 Byrd moved that the Interlocal be RECOMMENDED FOR AUTHORIZATION BY CONSENT. A132021-588 Request authorization for the County Executive to enter into an interlocal agreement between Whatcom County and San Juan County for Whatcom County Veteran Service Officer support services to San Juan County resident veterans, in an amount not to exceed $10,000 Byrd moved that the Interlocal be RECOMMENDED FOR AUTHORIZATION BY CONSENT. The motion carried by the following vote: Aye: 3 - Browne, Byrd, and Frazey Nay: 0 Absent: 0 4. AB20211-604 Request authorization for the County Executive to enter into a contract between Whatcom County and National Service Office for Nurse -Family Partnership to provide technical support and training, in the estimated amount of $42,444 Frazey moved that the Contract be RECOMMENDED FOR AUTHORIZATION BY CONSENT. Judy Ziels, Health Department, answered questions about whether the program could be expanded, whether the program is optional, a request for help from Nooksack Schools to better engage with Hispanic families, and whether the Health Department can accept donations for the program from local businesses. Frazey's motion that the Contract be RECOMMENDED FOR AUTHORIZATION BY CONSENT carried by the following vote: Aye: 3 - Browne, Byrd, and Franey Nay: 0 Absent: 0 Items Added by Revision There were no agenda items added by revision.
