Council Finance and Administrative Committee Minutes - Final October 12, 2021 Services Committee Call To Order Roll Call Committee Chair Rud Browne called the meeting to order at 9:45 a.m. in a virtual meeting. Present: 3 - Rud Browne, Tyler Byrd, and Carol Frazey Absent: None Also Present: Barry Buchanan, Todd Donovan, Ben Elenbaas, and Kathy Kershner Announcements Special Presentation 1. A132021-575 Report from the Assessor's Office Rebecca Xczar, County Assessor, presented and answered how often by law the Department of Revenue (DOE) has to do advisory appraisals, whether the Assessor's Office has a schedule for what area of the county will be assessed when, and what they do when they need to review properties that are in gated communities. This agenda item was REPORTED. Items Added by Revision 1. AB2021-592 Cascadia Policy Solutions presentation ofNooksack Water Solutions Table Readiness Assessment Gary Stoyka, Public Works Department, introduced the presentation. The following people presented: • Maia Bellon, Cascadia Policy Solutions (CPS) • Jay Manning, Cascadia Policy Solutions (CPS) Satpal Sidhu, County Executive, also spoke about the importance of having a parallel process and the participation of the tribes. The speakers answered what the launch of the solutions table in 2022 would look like, which legislators CPS met with to talk about budgets and priorities and whether Councilmembers could get a list of those legislators, whether they have and could share notes from those meetings, whether there is commitment from the tribes to participate in the process moving Whatcom County Page j Council Finance and Administrative Committee Minutes - Final October 12, 2021 Services Committee forward, whether the tribes have been guaranteed that adjudication would be run along with the solutions table, what Cascadia Policy Solutions brings to the table that is above and beyond what anyone else would bring, whether the majority of the funding should be used on funding technical studies to address water supply, how adjudication and a negotiated settlement can co -exist and how that outcome will happen, whether the solutions table is a list of ideas and projects that can help to increase water flow and water quality and whether more water rights can be created, whether CPS can guarantee that all stakeholders will be included in the process, and who decides which organizations are selected to participate. Because of the time left in the meeting, Browne asked what the wish of the committee is for the rest of the time for the remaining agenda items. Frazey moved to stop the meeting at 11:45 a.m. but Councilmembers did not vote on the motion. Councilmembers discussed having this topic in Committee of the Whole in the future instead of in the Finance and Administrative Services Committee, and that it was also discussed in the last Water Work Session. This agenda item was PRESENTED AND DISCUSSED. Committee Discussion and Recommendation to Council 1. AB2021-521 Request approval for the County Executive to enter into an agreement with Cascadia Policy Solutions, LLC, for the purpose of developing and implementing a collaborative water solutions table in the amount of $190,000 (Council acting as the Flood Control Zone District Board of Supervisors) Frazey moved that the Contract (FCZDBS) be RECOMMENDED FOR AUTHORIZATION. Councilmembers discussed the motion. Frazey's motion that the Contract (FCZDBS) be RECOMMENDED FOR AUTHORIZATION carried by the following vote: Aye: 3 - Browne, Byrd, and Frazey Nay: 0 Absent: 0 2. A B2021 - 547 Ordinance amending the 2021 Whatcom County Budget, request no. 15, in the amount of $859,440 Wltateom County Page 2 Council Finance and Administrative Committee Minutes - Final October 12, 2021 Services Committee Byrd moved that the Ordinance be RECOMMENDED FOR ADOPTION. The motion carried by the following vote: Aye: 3 - Browne, Byrd, and Frazey Nay: 0 Absent: 0 3. AB202l.-549 Ordinance establishing the Central Plaza Tenant Improvements Fund and establishing a project based budget for the Central Plaza Tenant Improvements Project Frazey moved that the Ordinance be RECOMMENDED FOR ADOPTION. Tyler Schroeder, Executive's Office, answered which location this is. Frazey's motion that the Ordinance be RECOMMENDED FOR ADOPTION carried by the following vote: Aye: 3 - Browne, Byrd, and Frazey Nay: 0 Absent: 0 4. AB2021-5 79 Request approval for the County Executive to enter into an interagency agreement between Whatcom County Flood Control Zone District and the State of Washington Department of Ecology for Whatcom Marine Resources Committee (MRC) Operations and Projects (Council acting as the Whatcom County Flood Control Zone District Board of Supervisors) Byrd moved that the Contract (FCZDBS) be RECOMMENDED FOR AUTHORIZATION. Gary Stoyka, Public Works Department, briefed the Councilmembers. Byrd's motion that the Contract (FCZDBS) be RECOMMENDED FOR AUTHORIZATION carried by the following vote: Aye: 3 - Browne, Byrd, and Frazey Nay: 0 Absent: 0 5. A132021-58Q Request permission for the County Executive to enter into a Joint Funding Agreement between the Whatcom County Flood Control Zone District (FCZD) and the United States Geological Survey (USGS) (Council acting as the Flood Control Zone District Board of Supervisors) Frazey moved that the Contract (FCZDBS) be RECOMMENDED FOR Whatcom County Page 3 Council Finance and Administrative Committee Minutes - Final October 12, 2021 Services Committee AUTHORIZATION. The motion carried by the following vote: Aye: 3 - Browne, Byrd, and Frazey Nay: 0 Absent: 0 6. AB2021,- 81 Request authorization for the County Executive to enter into a contract amendment between Whatcom County and the State of Washington Department of Health to provide funding to implement the Whatcom County Enhanced Pollution Indentification and Correction Program in the amount of $580,000 for a total amended contract amount of $1,627,732 (Council acting as the Whatcom County Flood Control Zone District Board of Supervisors) Byrd moved that the Contract (FCZDBS) be RECOMMENDED FOR AUTHORIZATION. The motion carried by the following vote: Aye: 3 - Browne, Byrd, and Frazey Nay: 0 Absent: 0 7. AB2021-587 Request authorization for the County Executive to enter into an interlocal agreement between Whatcom County and the City of Bellingham, in the amount of $250,000 for Whatcom County's share of this reimbursement for the design of West Horton Road extension Frazey moved that the Interlocal be RECOMMENDED FOR AUTHORIZATION. Jim Karcher, Public Works Department, answered questions about cost sharing with the City of Bellingham. Frazey's motion that the Interlocal be RECOMMENDED FOR AUTHORIZATION carried by the following vote: Aye: 2 - Byrd, and Frazey Nay: 0 Absent: 0 Abstain: 1 - Browne Council "Consent Agenda" Items Byrd moved to approve the consent agenda all at once. The motion carried by the following vote: Aye: 3 - Byrd, Frazey, and Browne Nay: 0 Doug Chadwick, Undersheriff, answered questions about using federal funds for Operation Stonegarden and whether there are limits on how the funds are used. 1. Request authorization for the County Executive to enter into an interlocal agreement between Whatcom County and the City of Blaine for FY2020 Operation Stonegarden (OPSG), in the amount of $31,923.00 Frazey moved that the Interlocal be RECOMMENDED FOR AUTHORIZATION BY CONSENT. The motion carried by the following vote: Aye: 3 - Browne, Byrd, and Frazey Nay: 0 Absent: 0 2. AB2021-564 Request authorization for the County Executive to enter into an interlocal agreement between Whatcom County and the City of Everson for FY2020 Operation Stonegarden (OPSG), in the amount of $43,500.00 Frazey moved that the Interlocal be RECOMMENDED FOR AUTHORIZATION BY CONSENT. AB2021-565 Request authorization for the County Executive to enter into an interlocal agreement between Whatcom County and the City of Ferndale for FY2020 Operation Stonegarden (OPSG), in the amount of $63,732.50 Frazey moved that the Interlocal be RECOMMENDED FOR AUTHORIZATION BY CONSENT. AB2021-589 Request authorization for the County Executive to enter into a contract amendment between Whatcom County and Northwest Youth Services to provide housing case management services in the amount of $33,977 for a total amended contract amount of $212,748 Frazey moved that the Contract be RECOMMENDED FOR AUTHORIZATION BY CONSENT.
