Council Criminal Justice and Public Committee Minutes - Final October 12, 2021 Safety Committee Call To Order Roll Call Committee Chair Barry Buchanan called the meeting to order at 1:25 p.m. in a virtual meeting. Present: 3 - Barry Buchanan, Tyler Byrd, and Carol Frazey Absent: None Also Present: Rud Browne, Todd Donovan, Ben Elenbaas, and Kathy Kershner Announcements Special Presentation 1. AQ2021-536. Report from Superior Court Dave Reynolds, Superior Court Director, reported and discussed with Councilmembers which branch of government juvenile detention staff are under, what the Whatcom County Code and Revised Code of Washington say about it, and how that relates to vaccine mandates in the Superior Court. Councilmembers discussed tabling the discussion and scheduling a special meeting when an attorney would be available. Buchanan moved to recommend to the Council that they reconvene on this subject (Superior Court vaccine mandates) when they have legal counsel present and to try to set that up for next Tuesday (October 19). Councilmembers discussed Council staff posing the question to legal counsel whether it should be a public meeting or an executive session and who the attorney would be. The motion carried by the following vote: Aye: 3 - Byrd, Frazey, and Buchanan Nay: 0 This agenda item was DISCUSSED AND MOTION(S) APPROVED. 2. AB2021-573 Report from District Court Bruce Van Glubt, District Court Administrator, reported and discussed with Councilmembers concerns surrounding the COVID-19 vaccine, whether there has been consideration of using alternative locations and times to try to clear the backlog in the court, and new measures put in place by the court Whatcom County page 1 Council Criminal Justice and Public Committee Minutes - Final Safety Committee to help with foot traffic and hearings.
