Council Public Works & Health Committee Minutes - Final August 10, 2021 Committee Call To Order Roll Call Committee Chair Carol Frazey called the meeting to order at 12:46 p.m. in a virtual meeting. Present: 3 - Carol Frazey, Todd Donovan, and Rud Browne Absent: None Also Present: Barry Buchanan, Tyler Byrd, and Ben Elenbaas Announcements Committee Discussion 1. AB2021-460 Discussion regarding proposed resolution in the matter of the Whatcom County Six -Year Transportation Improvement Program (STIP) for the years of 2022 through 2027 The following staff gave a presentation and answered questions: • Jim Karcher, Public Works Department • Jon Hutchings, Public Works Department Director Karcher gave a presentation (documents on file) and he and Hutchings answered questions about whether the project numbers on the draft plan represent a priority ranking, the R28 Lakeway Drive Corridor Improvements project, whether Marine Drive/Little Squalicum Bridge No.I IS Outside of the city limits, whether traffic counters seen along Lakeway Dr. are pertaining to this plan, how many of the roads the County is working on, whether the County is doing anything in response to a recent accident involving County employees to make it safer, how the injured employees are doing, how to make the call whether to keep investing in areas that will be annexed, whether Urban Area Boundary (UAB) is the same as Urban Growth Area (UGA), and when the STIP will be brought to the Council. This agenda item was DISCUSSED. Committee Discussion and Recommendation to Council 1. AP20211- ;! 64 Resolution in the matter of considering vacating a portion of Wynn Road Andrew Hester, Public Works Department, briefed the Councilmembers and answered why there is a map for this first item but not the other three related resolutions on the agenda, and how these resolutions fit into the Whatcom County page 7 Council Public Works & Health Committee Minutes - Final August 10, 2021 Committee whole road vacation process. Donovan moved that the Resolution be RECOMMENDED FOR APPROVAL. The motion carried by the following vote: Aye: 3 - Frazey, Donovan, and Browne Nay: 0 Absent: 0 2. A B202 1465. Resolution in the matter of considering vacating a portion of Thomas Road Donovan moved that the Resolution be RECOMMENDED FOR APPROVAL. The motion carried by the following vote: Aye: 3 - Frazey, Donovan, and Browne Nay: 0 Absent: 0 3. AB 07_i -466' Resolution in the matter of considering vacating a portion of Horton Road Donovan moved that the Resolution be RECOMMENDED FOR APPROVAL. The motion carried by the following vote: Aye: 3 - Frazey, Donovan, and Browne Nay: 0 Absent: 0 4. AB202 l 46 7 Resolution in the matter of considering vacating a portion of Boxwood Road Donovan moved that the Resolution be RECOMMENDED FOR APPROVAL. The motion carried by the following vote: Aye: 3 - Frazey, Donovan, and Browne Nay: 0 Absent: 0 Items Added by Revision There were no agenda items added by revision.
