Call To Order
Roll Call
Committee Chair Todd Donovan called the meeting to order at 9 a.m. in a
virtual meeting.
Present: 3 - Todd Donovan, Ben Elenbaas, and Barry Buchanan
Absent: None
Also Present: Rud Browne, Tyler Byrd, and Carol Frazey

Committee Discussion
1. AB2021-404 Discussion with Public Works Department on declining water quality in Drayton
Harbor
Erika Douglas, Public Works Department, presented and answered how
unusual the rain events are which caused the elevated bacteria results,
whether they are seeing similar levels of fecal bacteria in Portage Bay and
Birch Bay, whether they have done any DNA testing to determine the
biggest source of fecal matter, whether they are using the sewage -sniffing
dog, whether they will be using heat maps to show areas rich in nutrients and
sources of bacteria, and whether they still have a website where someone
can go up the creek drainages and see different readings in real time.
Satpal Sidhu, County Executive, asked about the water quality boundary
lines and how they are determined.
