Council Finance and Administrative Committee Minutes - Final July 27, 2021 Services Committee Call To Order Roll Call Committee Chair Rud Browne called the meeting to order at 9:30 a.m. in a virtual meeting. Present: 3 - Rud Browne, Tyler Byrd, and Carol Frazey Absent: None Also Present: Barry Buchanan, Todd Donovan, Ben Elenbaas, and Kathy Kershner Announcements Special Presentation 1. AB2021-312 Report from Emergency Medical Services (EMS) Mike Hilley, Emergency Medical Services (EMS) Manager, gave a presentation and answered questions about the map of stations and medic units; what they will be doing with stations 45, 41, and 10; the meaning of the colored and white areas on the map; when a levy would go on the ballot and what amount it would be; how many medics it takes to staff a full station unit and the total full-time equivalent (FTE) count that would be needed; whether they are making sure they are bringing in a diverse group of people for the student positions; what part of testing to get into the program people have trouble with; and the current demographic makeup of the medic program. This agenda item was REPORTED. Committee Discussion 1. AB2021-41 b Discussion of proposed interlocal agreement and resolution for the transfer of Whatcom County Flood Control Zone District real property to the Lummi Nation The following people spoke: • Roland Middleton, Public Works Department • Andrew Hester, Public Works Department Middleton briefed the Councilmembers and he and Hester answered how much the County paid for the property, how the Lummi Nation would give the County wetland mitigation credits, how they came to the value of $17,000 for the property, how this will come back to the Council for fdl:atcom County Page I Council Finance and Administrative Committee Minutes - Final July 27, 2021 Services Committee action, what the road is that goes across the property, and how much the County spends maintaining and cleaning up the property right now. This agenda item was DISCUSSED. Committee Discussion and Recommendation to Council 1. AB2021-396 Request approval for the County Executive to enter into a contract between Whatcom County Flood Control Zone District and the Washington Department of Ecology in the amount of $153,520 (Council acting as the Flood Control Zone District Board of Supervisors) Frazey moved that the Contract (FCZDBS) be RECOMMENDED FOR AUTHORIZATION. The motion carried by the following vote: Aye: 3 - Browne, Byrd, and Frazey Nay: 0 Absent: 0 2. AB2021_-405 Ordinance requesting that the Whatcom County Auditor include the question of establishing a Birch Bay Library Capital Facility Area to finance a new library facility in Birch Bay on the ballot at the November general election Frazey moved that the Ordinance be RECOMMENDED FOR ADOPTION. The motion carried by the following vote: Aye: 3 - Browne, Byrd, and Frazey Nay: 0 Absent: 0 3. l B2021.-409 Request approval for the County Executive to enter into an interlocal agreement on behalf of the Flood Control Zone District between Whatcom County and the City of Lynden in the amount of $20,000 for the construction of the Lynden Levee Channel Realignment Project (Council acting as the Flood Control Zone District Board of Supervisors) Frazey moved that the Contract (FCZDBS) be RECOMMENDED FOR AUTHORIZATION. AB2021 w131 Resolution to set hearing and notice of hearing to declare Whatcom County real property as surplus Frazey moved that the Resolution be RECOMMENDED FOR APPROVAL. The motion carried by the following vote: Aye: 3 - Browne, Byrd, and Frazey Nay: 0 Absent: 0 5. AB2021-432 Resolution to set hearing and notice of hearing to authorize the sale of Whatcom County surplus property Frazey moved that the Resolution be RECOMMENDED FOR APPROVAL. The motion carried by the following vote: Aye: 3 - Browne, Byrd, and Frazey Nay: 0 Absent: 0 Council "Consent Agenda" Items 1. AB2021- 07 Request authorization for the County Executive to enter into a contract between Whatcom County and GeoEngineers, Inc. to provide on -call geotechnical engineering services for 2021-2022 in the amount not to exceed $200,000 Frazey moved that the Contract be RECOMMENDED FOR AUTHORIZATION BY CONSENT. Jim Karcher, Public Works Department, answered whether this is the same amount they always use year after year. Frazey's motion that the Contract be RECOMMENDED FOR AUTHORIZATION BY CONSENT carried by the following vote: Aye: 3 - Browne, Byrd, and Frazey Nay: 0 Whatcom County Page 3 Council Finance and Administrative Committee Minutes - Final July 27, 2021 Services Committee Absent: 0 2. AB2021-429 Request authorization for the County Executive to enter into a contract between Whatcom County and Lifeline Connections to support the Whatcom Recovery House, in the amount of $51,447 Frazey moved that the Contract be RECOMMENDED FOR AUTHORIZATION BY CONSENT. The motion carried by the following vote: Aye: 3 - Browne, Byrd, and Frazey Nay: 0 Absent: 0 Items Added by Revision 1. _ B2021- 56 Request authorization for the County Executive to enter into a contract to purchase 2000 Division Street property Frazey moved that the Contract be RECOMMENDED FOR AUTHORIZATION. The following people spoke: • Rob Ney, Administrative Services Department • Christopher Quinn, Prosecuting Attorney's Office • Satpal Sidhu, County Executive The speakers briefed the Councilmembers and answered questions about how this will come to the Council, whether it will come back to the Council with a budget authorization for the lower negotiated sale amount, and how many acres the property is. Frazey's motion that the Contract be RECOMMENDED FOR AUTHORIZATION carried by the following vote: Aye: 3 - Browne, Byrd, and Frazey Nay: 0 Absent: 0 Other Business There was no other business.
