Council Finance and Administrative Committee Minutes - Final June 29, 2021 Services Committee Call To Order Roll Call Committee Chair Rud Browne called the meeting to order at 11 a.m. in a virtual meeting. Present: 3 - Rud Browne, Tyler Byrd and Carol Frazey Absent: None Also Present: Barry Buchanan, Todd Donovan, Ben Elenbaas, and Kathy Kershner Announcements Committee Discussion and Recommendation to Council 1. AB2021-32 7 Ordinance amending the Whatcom County Budget, request no. 10, in the amount of $744,800 Frazey moved that the Ordinance be RECOMMENDED FOR ADOPTION. The motion carried by the following vote: Aye: 3 - Browne, Byrd, and Frazey Nay: 0 Absent: 0 2. AB2021-328 Resolution amending the Flood Control Zone District and subzones 2021 budgets, request no. 1, in the amount of $15,415 (Council acting as the Whatcom County Flood Control Zone District Board of Supervisors) Frazey moved that the Resolution (FCZDBS) be RECOMMENDED FOR APPROVAL. The motion carried by the following vote: Aye: 3 - Browne, Byrd, and Frazey Nay: 0 Absent: 0 3. AB2021-3400 Ordinance suspending Whatcom County Code 1.28 to update the Correctional Facilities operational standards Browne moved that the Ordinance be RECOMMENDED FOR ADOPTION. The following people answered questions: 0 Wendy Jones, Sheriffs Office Whatcom County page I Council Finance and Administrative Committee Minutes - Final June 29, 2021 Services Committee • Doug Chadwick, Undersheriff • Satpal Sidhu, County Executive They answered how many times this code language has been suspended, whether 18 months is enough time to address this code, whether work from another jurisdiction could be used, and whether an outside consultant could be hired to help with the work. Browne's motion that the Ordinance be RECOMMENDED FOR ADOPTION carried by the following vote: Aye: 3 - Browne, Byrd, and Frazey Nay: 0 Absent: 0 4. AB201 lw-342 Request authorization for the County Executive to enter into a Memorandum of Understanding between Whatcom County and Sudden Valley Community Association Browne moved that the Memorandum of Agreement be RECOMMENDED FOR AUTHORIZATION. Kraig Olason, Public Works Department, briefed the Councilmembers and answered who is paying for the infrastructure, whether the rest of the County is picking up the additional costs that were previously funded by the Sudden Valley community, whether this was a project that Sudden Valley was previously planning on doing, and doing similar cost sharing projects in the future. Browne's motion that the Memorandum of Agreement be RECOMMENDED FOR AUTHORIZATION carried by the following vote: Aye: 3 - Browne, Byrd, and Frazey Nay: 0 Absent: 0 5. 02021-343 Request authorization for the County Executive to enter into a contract amendment between Whatcom County and DH to implement the COVID-19 IRL Campaign in the amount of $106,250 for a total amended contract amount of $306,250 Frazey moved that the Contract be RECOMMENDED FOR AUTHORIZATION. Kathleen Roy, Health Department, answered whether there is additional data and details related to the campaign such as cost per click, how many unique W4atcom County page 2 Council Finance and Administrative Committee Minutes - Final June 29, 2021 Services Committee adds are running, the engagement rates, and examples of the ads. Frazey's motion that the Contract be RECOMMENDED FOR AUTHORIZATION carried by the following vote: Aye: 2 - Browne, and Frazey Nay: 0 Absent: 0 Abstain: 1 - Byrd 6. AB2021-347. Request authorization for the County Executive to enter into a contract amendment between Whatcom County and SeaMar Community Health Centers to provide oversight and assistance at the COVID-19 Temporary Housing Facility in the amount of $95,460 for a total amended contract amount of $453,436 Frazey moved that the Contract be RECOMMENDED FOR AUTHORIZATION. Anne Deacon, Health Department, answered why the name of the facility is different in this item than how it has been referred to in the past. Frazey's motion that the Contract be RECOMMENDED FOR AUTHORIZATION carried by the following vote: Aye: 2 - Browne, and Frazey Nay: 1 - Byrd Absent: 0 7. AB2021-355 Request authorization for the Countv Executive to enter into a contract between Whatcom County and Lighthouse Mission Ministries to provide oversight and assistance at the COVID Temporary Housing Facility, in the amount of $89,674 Browne moved that the Contract be RECOMMENDED FOR AUTHORIZATION. Anne Deacon, Health Department, answered whether this is for the Byron Street facility or for Base Camp. Browne asked for a vote (2-1 with Byrd opposed) but there was an additional question so Browne withdrew the votes. Deacon answered when the use of the facility will be ramped down. AB2021 -3 2 Request authorization for the County Executive to enter into a contract amendment between Whatcom County and Opportunity Council to operate the Whatcom Homeless Service Center in the amount of $930,003 for a total amended contract amount of $2,324,075 Frazey moved that the Contract be RECOMMENDED FOR AUTHORIZATION. Anne Deacon, Health Department, answered whether there is anything else not included in the report that she would like to add regarding homelessness and what they are doing for these projects, and what the housing pool is. Frazey's motion that the Contract be RECOMMENDED FOR AUTHORIZATION carried by the following vote: Aye: 3 - Browne, Byrd, and Frazey Nay: 0 Absent: 0 Council "Consent Agenda" Items 1. A B2021-338 Request authorization for the County Executive to enter into a contract between Whatcom County and Opportunity Council to provide housing case management services, in the amount of $262,341 Frazey moved that the Contract be RECOMMENDED FOR AUTHORIZATION BY CONSENT. The motion carried by the following vote: Aye: 3 - Browne, Byrd, and Frazey Nay: 0 Absent: 0 2. AB202 l 344. Request authorization for the County Executive to enter into a contract amendment between Whatcom County and the North Sound Accountable Communities of Health to supervise Whatcom Unified Command's (WUC) Volunteer Branch in the amount of $8,000 for a total amended contract amount of $63,000 Frazey moved that the Contract be RECOMMENDED FOR AUTHORIZATION BY CONSENT. AB2021-350 Request authorization for the County Executive to enter into a contract between Whatcom County and Northwest Youth Services to provide housing case management services, in the amount of $178,771 Frazey moved that the Contract be RECOMMENDED FOR AUTHORIZATION BY CONSENT. The motion carried by the following vote: Aye: 3 - Browne, Byrd, and Frazey Nay: 0 Absent: 0 6. Request authorization for the County Executive to enter into a contract between Whatcom County and Catholic Community Services to provide housing case management services, in the amount of $168,339 Frazey moved that the Contract be RECOMMENDED FOR AUTHORIZATION BY CONSENT. Anne Deacon, Health Department, answered whether the County has always contracted with places like Catholic Community Services and Lighthouse Mission or whether those have been new in the last year or two, and making sure hiring practices are non-discriminatory. Frazey's motion that the Contract be RECOMMENDED FOR AUTHORIZATION BY CONSENT carried by the following vote: Aye: 3 - Browne, Byrd, and Frazey Nay: 0 Absent: 0 6. Request authorization for the County Executive to enter into a contract amendment between Whatcom County and Bennett Engineering, LLC to update the Dept of Ecology -Central Shop Industrial Stormwater Pollution Prevention Plan (SWPPP), in the amount of $30,850.00 for a total amended contract amount of $55,035 Frazey moved that the Contract be ni+.CviviMEPvlir.li FOR AUTHORIZATION BY CONSENT. Byrd briefed the Councilmembers on the Point Roberts grocery store and how it is affected by the border closure. Whatcom County page 7 Council Finance and Administrative Committee Minutes - Final Services Committee Adjournment June 29, 2021 Satpal Sidhu, County Executive, and Councilmembers discussed the issue, possible ways to help, whether an emergency ordinance should be put together for discussion tonight, whether that would need to be run through legal counsel before being brought forward, making sure whatever they do follows the rules on gifts of public funds, and passing a resolution now and a regular ordinance later as opposed to an emergency ordinance, since some assistance has already been given by the Port of Bellingham.
