Roll Call
Committee Chair Rud Browne called the meeting to order at 11:31 a.m. in a
virtual meeting.
Present: 3 - Rud Browne, Tyler Byrd and Carol Frazey
Absent: None
Also Present: Barry Buchanan, Todd Donovan, Ben Elenbaas, and Kathy Kershner

Committee Discussion and Recommendation to Council
1. AB2021-289 Ordinance amending the 2021 Whatcom County Budget, request No. 8, in the
amount of $1,250,000
Frazey moved that the Ordinance be RECOMMENDED FOR ADOPTION.
The following people answered whether this is the same fund and program
as the Conservation Easement Program, how it is different from the
Purchase of Development Rights Program, and whether Whatcom Land
Trust has already purchased the property.

2. AB2021-291 Request authorization for the County Executive to enter into an interlocal agreement
between Whatcom County and City of Bellingham for logistical and administrative
support services to Whatcom Unified Command, in the amount of $60,000
Frazey moved that the Interlocal be RECOMMENDED FOR
AUTHORIZATION. The motion carried by the following vote:

3. AB2021-292 Request authorization for the County Executive to enter into a contract amendment
between Whatcom County and Opportunity Council to support a single point of
entry, to connect families and professionals concerned about a child's development to
resources and services in the amount of $9,081 for a total amended contract amount
of $89,230
Frazey moved that the Contract be RECOMMENDED FOR
AUTHORIZATION. The motion carried by the following vote:

4. AB2021-298 Request authorization for the County Executive to enter into a contract amendment
between Whatcom County and Northwest Workforce Council to provide
reimbursement of wages and benefits for eligible temporary employees working in
various COVID-related positions, in the estimated amount of $94,000 for a total
estimated contract amount of $220,000
Frazey moved that the Contract be RECOMMENDED FOR
AUTHORIZATION.
Erika Lautenbach, Health Department Director, briefed the
Councilmembers and answered questions.
Frazey's motion that the Contract be RECOMMENDED FOR
AUTHORIZATION carried by the following vote:

5. AB2021-299 Request authorization for the County Executive to enter into a contract between
Whatcom County and Pacific Security to provide COVID-related security services,
in the amount of $71,736
Frazey moved that the Contract be RECOMMENDED FOR
AUTHORIZATION.
Erika Lautenbach, Health Department Director, answered questions about
language in the contract concerning a requirement for security officers to
communicate effectively with both written and oral English, whether
security services are needed and how it fits in to new legislation regarding

law enforcement and mental health, whether there will be a need for the
Byron Street facility and community vaccine clinics through the end of
September, whether the contract allows their functions to end sooner, and
whether the County should continue to offer community vaccine clinics
since there is ample supply and lower demand.
Frazey's motion that the Contract be RECOMMENDED FOR
AUTHORIZATION carried by the following vote:

6. AB2021-301 Request authorization for the County Executive to enter into a contract between
Whatcom County and Opportunity Council to provide funding for an outreach worker
and consulting services to the Homeless Outreach Team, in the amount of $120,776
Frazey moved that the Contract be RECOMMENDED FOR
AUTHORIZATION. The motion carried by the following vote:
Aye: 3 - Browne, Byrd and Frazey
Nay: 0

7. AB2021-302 Request authorization for the County Executive to enter into an agreement between
Whatcom County and the County Road Administrative Board (CRAB) in order to
receive Rural Arterial Preservation grant funding for the Birch Bay/Lynden Road
Pavement Rehabilitation project in the amount of $510,000
Frazey moved that the Contract be RECOMMENDED FOR
AUTHORIZATION.
Jim Karcher, Public Works Department, stated he was available for
questions but there were none.
Frazey's motion that the Contract be RECOMMENDED FOR
AUTHORIZATION carried by the following vote:

8. AB2021-313 Request authorization for the County Executive to enter into a contract between
Whatcom County and West Publishing for online database subscriptions in the
amount of $151,680.00

9. AB2021-315 Request authorization for the County Executive to purchase a Conservation Easement
from the City of Lynden for Glenning Park, in the amount of $250,000
Frazey moved that the Agreement be RECOMMENDED FOR
AUTHORIZATION.
Mike McFarlane, Parks and Recreation Department Director, answered
questions about the funding.
Frazey's motion that the Agreement be RECOMMENDED FOR
AUTHORIZATION carried by the following vote:
Aye: 3 - Browne, Byrd and Frazey

10. AB2021-316 Request authorization for the County Executive to purchase a Conservation and
Public Access Easement from the Whatcom Land Trust for the Upper Skookum
Creek property, in the amount of $1,250,000
Frazey moved that the Agreement be RECOMMENDED FOR
AUTHORIZATION.
Alex Jeffers, Whatcom Land Trust, showed the location of this item on a
map.
Frazey's motion that the Agreement be RECOMMENDED FOR
AUTHORIZATION carried by the following vote:
