ROLL CALL (1:33:34 PM) Present: Barbara Brenner, Ken Mann and Pete Kremen. Absent: None. Also Present: Sam Crawford and Carl Weimer. COMMITTEE DISCUSSION 1. ORDINANCE INCREASING THE SPEED LIMIT FOR A PORTION OF DRAYTON HARBOR ROAD (AB2012-088) Joe Rutan, Public Works Department, gave a staff report and stated people are currently driving at 35 miles per hour. If they change the sign to 35 miles per hour, he doesn't anticipate much of a change in driving behavior. There is a sight distance issues with some of the driveways, but there haven't been accidents. With reserve, he recommends signing the road at 35 miles per hour. Get input from residents along the road at the public hearing. There has been discussion over the years of what kind of road Drayton Harbor Road should be in the long term, but he's not addressing that question with this. Mann stated and there was discussion of: • Notifying the residents on the road. • Not installing any signs that indicate the speed limit is 35 miles per hour. Brenner stated this item is scheduled for introduction at the evening Council meeting. COMMITTEE DISCUSSION AND RECOMMENDATION TO COUNCIL 1. ORDINANCE ESTABLISHING THE LUMMI ISLAND FERRY ADVISORY COMMITTEE (AB2012-044) (1:39:47 PM) Mann moved to recommend approval to the full Council. The following people spoke and answered questions: • Bill Lee stated form the committee. It can be useful in several ways. • Mike McKenzie stated title it as the Whatcom County Ferry Advisory Committee to include all county residents. He described the status of the actionable items that everyone agreed upon, and on which the Public Works Public Works and Safety Committee, 2/14/2012, Page 1 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 34 35 36 37 38 39 40 41 42 43 44 45 46 47 48 49 50 51 52 53 Department is working. Have the advisory committee look at short-, mid-, and long-term plans for the ferry. • Stu Clark stated the advisory committee will continue investigations and communications. Change the name to Whatcom County Ferry Advisory Committee. Weimer stated he thanks the residents of Lummi Island. He stated and there was discussion of suggested changes that include the name change, outreach to the community, a budget for the committee, and having a Council -appointed liaison to the committee. Mann asked and there was discussion of who keeps records. Kremen moved to amend subsection 2.145.050 (C) "...and shall be submitted to County Council staff and shall be made public, including posting on the County website." Also, he is in favor of renaming the committee. The motion carried by the following vote: Ayes: Brenner, Mann and Kremen (3) Nays: None (0) Kremen moved to rename the committee to the Whatcom County Ferry Advisory Committee. He asked and there was discussion of the rationale for the proposed name change. The motion failed by the following vote: Ayes: Kremen (1) Nays: Brenner and Mann (2) Kremen moved to amend subsection 2.145.040(A), "...with at least 4 but no more than 5 of them residents or property owners on Lummi Island." No more than five residents or property owners will be on the advisory committee, because 45 percent of the cost of the ferry is born by county residents who don't live on Lummi Island. The motion carried by the following vote: Ayes: Brenner, Mann and Kremen (3) Nays: None (0) Brenner moved and there was discussion of the motion to amend subsection 2.145.040(A), -...with at least 4 but no more than 5 of them residents on Lummi Island." Mary Ross stated the island population includes part-time residents. Allowing property owners who are not full time residents all have an interest in the island. Brenner withdrew her motion. Jim Dickinson stated he likes the original language. They will have a hard time finding two people off the island who want to be a member. At least five should be fulltime residents. Kremen stated and there was discussion of the interest of non -island residents in being an advisory committee member.
