Council Public Works & Health Committee Minutes - Final May 18, 2021 Committee Call To Order Roll Call Committee Chair Carol Frazey called the meeting to order at 1:30 p.m. in a virtual meeting. Present: 3 - Carol Frazey, Todd Donovan and Rud Browne Absent: None Also Present: Barry Buchanan, Tyler Byrd, Ben Elenbaas, and Kathy Kershner Committee Discussion AB2021-274 Discussion of Ordinance amending the Six -Year Capital Improvement Program (CIP) for Whatcom County Facilities (2021-2026) Matt Aamot, Planning and Development Services Department, briefed the Councilmembers. Rob Ney, Administrative Services Department, answered whether the work could be done on the Whatcom Unified Emergency Coordination Center (WUECC) without it being in the Capital Improvement Program (CIP), the ownership arrangement of the building, when the money for the project will be spent, having a future discussion on how the County can secure a permanent lease, and the terms of the lease. Browne moved that they recommend approval to the full Council. The motion carried by the following vote: Aye: 3 - Browne, Donovan, and Frazey Nay: 0 This agenda item was DISCUSSED AND MOTION(S) APPROVED. Committee Discussion and Recommendation to Council 1. AB2021-209 Resolution regarding permanent affordability of childcare in Whatcom County Councilmembers and Satpal Sidhu, County Executive, discussed the resolution, finding someone who would leverage grant monies, making a request to the Executive that the Finance team identify the buckets of money coming from the Federal Government and the State and the requirements for how it has to be spent and confirm that the money will not be spent without coming to the Council, and whether they are ready to proceed with the resolution as it is written. Whatcom County Page ] Council Public Works & Health Committee Minutes - Final May 18, 2021 Committee Browne moved to recommend this item be held in Committee, that they engage with the Child and Family Well -Being Task Force, request recommendations for permanent solutions, and have them come to the Council with those in 90 days. Councilmembers discussed the deadline for feedback from the task force. Browne amended his motion to change the deadline for feedback to September 30, 2021. Frazey reread the motion to recommend that this item be held in Committee, that it be passed along to the Child and Family Well -Being Task Force for recommendations for permanent solutions, and that the feedback be presented to the Council by September 30, 2021. The motion carried by the following vote: Aye: 3 - Browne, Donovan, and Frazey Nay: 0 Dana Brown -Davis, Clerk of the Council, answered a question about survey responses received from people involved with childcare.
