Call To Order
Committee Chair Todd Donovan called the meeting to order at 10:15 a.m.
in a virtual meeting.
Roll Call
Present: 3 - Todd Donovan, Ben Elenbaas and Barry Buchanan
Absent: None
Also Present: Rud Browne, Tyler Byrd, Carol Frazey, and Kathy Kershner
Special Presentation
1. AB2021-290 Presentation by the Whatcom Land Trust on the 1,000 Acre Skookum II Property
Acquisition
Alex Jeffers, Whatcom Land Trust, gave a presentation and answered
questions about the Conservation Futures Fund; whether land that is not part
of the land trust, Department of Natural Resources, or the conservation
easement is private timberland; and whether there are future plans to acquire
more land in the area.
The following people also spoke and answered questions:
• Satpal Sidhu, County Executive
• Mike McFarlane, Parks and Recreation Department Director
Tyler Schroeder, Executive's Office

Committee Discussion
1. AB2021-283 Report from the Whatcom Conservation District on the Community Wildfire Risk
Reduction Program
The following people spoke and presented:
• Chris Elder, Public Works Department
• Jenny Coe, Whatcom Conservation District
Coe answered questions about the Action Implementation Mitigation (AIM)
Program Grant and what percentage capacity increase it gives them, whether
House Bill 1168 provides funding sources that would be ongoing for these
types of programs, and whether Lake Padden Estates is a mobile home
community.
