Council Finance and Administrative Committee Minutes - Final May 18, 2021 Services Committee Call To Order Committee Chair Rud Browne called the meeting to order at 11:15 a.m. in a virtual meeting. Present: 3 - Rud Browne, Tyler Byrd and Carol Frazey Absent: None Roll Call Also Present: Barry Buchanan, Todd Donovan, Ben Elenbaas, and Kathy Kershner Special Presentation 1. AB2021-287 Report from the Human Resources Division Karen Goens, Administrative Services Department, gave a report and answered questions about whether working from home will be addressed in the Employee Handbook. Councilmembers thanked her for her work on updating the handbook. This agenda item was REPORTED. Committee Discussion and Recommendation to Council 1. AB2021-264 Ordinance amending the Whatcom County Budget, request no. 7, in the amount of $5,156,985 Frazey moved that the Ordinance be RECOMMENDED FOR ADOPTION. AB2021-286 Joint Resolution of the County Council of Whatcom County, Washington, the City Council of the City of Bellingham, Washington, and the Board of the Whatcom County Transportation Authority regarding the creation of a Whatcom Public Radio System Browne moved that the Resolution be RECOMMENDED FOR APPROVAL. John Gargett, Division of Emergency Management, briefed the Councilmembers. He and Satpal Sidhu, County Executive, answered questions about the reason for WTA being the one to acquire the licenses for the necessary radio frequencies as opposed to the County, the implications for the County in the future, whether a countywide digital public radio system would overlap with other existing systems in the county, and whether this system would keep operating if other communications system functionality is lost. Browne's motion that the Resolution be RECOMMENDED FOR APPROVAL carried by the following vote: Aye: 3 - Browne, Byrd and Frazey Nay: 0 Absent: 0 Council "Consent Agenda" Items 1. AB2021-277 Request authorization for the County Executive to enter into an interlocal agreement between Whatcom County and State of Washington, Secretary of State, for publication and distribution of a combined local voters' pamphlet, in the amount of $15,000 (average annual costs vary depending on size of election) Frazey moved that the Contract be RECOMMENDED FOR AUTHORIZATION BY CONSENT. The motion carried by the following vote: Aye: 3 - Browne, Byrd and Frazey Nay: 0 Absent: 0 2. AB2021-280 Request authorization for the County Executive to enter into an agreement between Whatcom County and South Fork Community Association for operation of the Van Zandt Community Hall located at Josh VanderYacht Memorial Park, in the amount of $1,000 Whatcom County Page 2 Council Finance and Administrative Committee Minutes - Final May 18, 2021 Services Committee Frazey moved that the Agreement be RECOMMENDED FOR AUTHORIZATION BY CONSENT. Councilmembers discussed the item. Frazey's motion that the Agreement be RECOMMENDED FOR AUTHORIZATION BY CONSENT carried by the following vote: Aye: 3 - Browne, Byrd and Frazey Nay: 0 Absent: 0 3. AB2021-285 Request authorization for the County Executive to enter into a contract between Whatcom County and Snohomish County to utilize State Homeland Security Program (SHSP) funding to sustain and enhance Division of Emergency Management programs, in the amount of $82,781 Browne moved that the Contract be RECOMMENDED FOR AUTHORIZATION BY CONSENT. Doug Chadwick, Undersheriff, stated he was available to answer questions but there were none. Browne's motion that the Contract be RECOMMENDED FOR AUTHORIZATION BY CONSENT carried by the following vote: Aye: 3 - Browne, Byrd and Frazey Nay: 0 Absent: 0 4. AB2021-288 Request approval for the County Executive to award Bid #21-25 Rental Rates for Maintenance and Construction Equipment Without Operator to all bidders with the award for each vendor not to exceed $100,000.00 Frazey moved that the Bid Award be RECOMMENDED FOR AUTHORIZATION BY CONSENT. Brad Bennett, Administrative Services Department, answered questions. Frazey's motion that the Bid Award be RECOMMENDED FOR AUTHORIZATION BY CONSENT carried by the following vote: Aye: 3 - Browne, Byrd and Frazey Nay: 0 Absent: 0 Whatcom County page 3 Council Finance and Administrative Committee Minutes - Final Services Committee Items Added by Revision Other Business Adjournment There were no agenda items added by revision.
