7 The meeting was called to order at 6:30 p.m. by Council Chair Dan McShane
8 in the Council Committee Room, 311 Grand Avenue, Bellingham, Washington.

21 McShane stated he would recuse himself from the discussion. He turned the
22 chair over to Council Vice -Chair Caskey-Schreiber.

24 Caskey-Schreiber moved to go into executive session for 30 minutes to
25 discuss this item.
