Committee Chair Carol Frazey called the meeting to order at 12:46 p.m. in
a virtual meeting.
Present: 3 - Carol Frazey, Todd Donovan and Rud Browne
Absent: None
Also Present: Barry Buchanan, Ben Elenbaas, and Kathy Kershner
Committee Discussion
1. AB2021-233 Discussion regarding proposed ordinance ordering the closure of a portion of Manley
Road to motorized vehicular traffic
The following people spoke and briefed the Councilmembers:
• Jon Hutchings, Public Works Department Director
• Doug Ranney, Public Works Department
Ranney answered where the road goes and whether it would become a
private road.
This agenda item was DISCUSSED.
2. AB2021-235 Discussion regarding proposed resolution adopting the Whatcom County Americans
with Disabilities Act (ADA) Transition Plan within the Public Rights -of -Way

• Doug Ranney, Public Works Department
• David Hower, Public Works Department
They answered questions about how long this has been in the works, whether
people with lived experience were involved in the assessment process, and
how disabled persons can notify Public Works about ADA barriers.
Councilmembers and Dana Brown -Davis, Clerk of the Council, discussed
that a motion is not needed from committee on this item.
