Roll Call
Committee Chair Ben Elenbaas called the meeting to order at 2:43p.m. in a
virtual meeting.
Present: 3 - Rud Browne, Ben Elenbaas and Todd Donovan
Absent: None
Also Present: Barry Buchanan, Tyler Byrd, Carol Frazey, and Kathy Kershner
Committee Discussion
1. AB2021-161 Discussion regarding request received from the Planning Commission for Council to
establish a citizen advisory group to review local government public participation
issues and recommend improvements
Donovan briefed the Councilmembers and they discussed how this would be
different from the Planning Commission's Public Participation Plan, who
should be on the proposed advisory committee, figuring out the scope of
work, cross-referencing and making the proposed plan consistent with the
Public Participation Plan, and considering remote meeting participation
options.
Natalie McClendon, Planning Commission member, spoke about the scope
of work for the advisory group and the purpose of the draft resolution.
Councilmembers discussed how to proceed.
Elenbaas moved that they recommend that a draft resolution be brought to
the Council this evening for further consideration.
The motion carried by the following vote:
Aye: 3 - Browne, Elenbaas, and Donovan
Nay: 0
This agenda item was DISCUSSED AND MOTION(S) APPROVED.
