Roll Call
Committee Chair Carol Frazey called the meeting to order at 1:31 p.m. in a
virtual meeting.
Present: 3 - Carol Frazey, Todd Donovan and Rud Browne
Absent: None
Also Present: Barry Buchanan, Tyler Byrd, Ben Elenbaas, and Kathy Kershner
Special Presentation
1. AB2021-179 Report by the Whatcom County Food System Committee on protecting the food
system and discussion of committee recommendations
Riley Sweeney, Whatcom County Food System Committee Chair, gave a
report and answered questions about whether addressing refrigeration
storage capacity at food banks is included in the recommendations and
getting specific requests from the food banks in that regard so the Council
knows where money should go, how the new facilities at the East Whatcom
Regional Resource Center are doing, prioritizing which recommendations
are most important right now, and what else the committee might need from
the Council.
Satpal Sidhu, County Executive, spoke about maybe having a joint facility
and collaborating with Skagit County, and he requested that the Food
System Committee reconcile what dollars have already gone toward the
food system since the publishing of the committee's report.
This agenda item was REPORTED.
Committee Discussion and Recommendation to Council
1. AB2021-204 Consideration of citizen appeals of road name change due to correction of address
number sequence.
The following people briefed the Councilmembers:
• Jim Karcher, Public Works Department
• Jon Hutchings, Public Works Department Director
Councilmembers and staff discussed the item.
Browne moved that the appeal be RECOMMENDED FOR DENIAL.

Councilmembers and staff continued to discuss the item and whether the
residents would have a say in the road naming process.
Browne's motion that the appeal be RECOMMENDED FOR DENIAL
carried by the following vote:

Nay: 0
