Committee Chair Rud Browne called the meeting to order at 11:10 a.m. in a
virtual meeting.
Present: 3 - Rud Browne, Tyler Byrd and Carol Frazey
Absent: None
Committee Discussion and Recommendation to Council
1. AB2020-110 Request authorization for the County Executive to enter into a contract between
Whatcom County and Freedom 2000, LLC dba Cando Recycling and Disposal to
lease the Johnson Road Transfer Station Facility in Point Roberts, in the amount of
$750 per month
Frazey moved that the Contract be RECOMMENDED FOR
AUTHORIZATION.
John Wolpers, Health Department Environmental Health Manager, briefed
the Councilmembers and answered why the amount being charged is more
than other providers.
Frazey's motion that the Contract be RECOMMENDED FOR
AUTHORIZATION carried by the following vote:
Aye: 2 - Browne and Frazey

2. AB2021-145 Ordinance amending the project budget for Academy Road Stormwater
Improvements Fund, request no. 2
Frazey moved that the Ordinance be RECOMMENDED FOR ADOPTION.
The motion carried by the following vote:

3. AB2021-146 Ordinance amending the 2021 Whatcom County Budget, request no. 4, in the amount
of $3,397,903
Frazey moved that the Ordinance be RECOMMENDED FOR ADOPTION.

The following staff answered questions about the Plantation Rifle Range
roof and HVAC project, the revenue and expenses of the facility, whether
youth are allowed to shoot at the range, the possibility of selling the range
to a private entity so it is not subsidized by the County and the relocation of
the Scottish Highland Gathering event from Hovander Park because of the
cost of renting County parks property:
• Christ Thomsen, Parks and Recreation Department
• Mike McFarlane, Parks and Recreation Department Director
Tyler Schroeder, Executive's Office, answered questions about the
Opportunity Council CDBG Microenterprise grant program, and the funds
to be used for the additional design work for the NW Annex redevelopment
and the Plantation Rifle Range roof and HVAC project.
Frazey's motion that the Ordinance be RECOMMENDED FOR ADOPTION
carried by the following vote:

4. AB2021-155 Request authorization for the County Executive to enter into a Lease Agreement
between Whatcom County Flood Control Zone District and Brian Mellema for the
annual amount of $3,537.53 (Council Acting as the Flood Control Zone District
Board of Supervisors)
Browne moved that the Contract (FCZDBS) be RECOMMENDED FOR
AUTHORIZATION. The motion carried by the following vote:

5. AB2021-172 Request authorization for the County Executive to enter into an interlocal agreement
between Whatcom County and the City of Bellingham for coordinated administration
of the GRACE Program, in the amount of $280,000
Frazey moved that the Interlocal be RECOMMENDED FOR
AUTHORIZATION.
Anne Deacon, Health Department, briefed the Councilmembers and
answered questions.
Frazey's motion that the Interlocal be RECOMMENDED FOR

6. AB2021-178 Resolution to seek funding for the Lummi Island Ferry Modernization and
Preservation project, including the BUILD grant program
Frazey moved that the Resolution be RECOMMENDED FOR APPROVAL.
The following people briefed the Councilmembers and answered questions
about the propulsion system on the new ferry:
• Rhayma Blake, Lummi Island Ferry Advisory Committee
• Roland Middleton, Public Works Department
• Jon Hutchings, Public Works Department Director
• Elizabeth Kosa, Public Works Department
Frazey's motion that the Resolution be RECOMMENDED FOR
APPROVAL carried by the following vote:

Council "Consent Auenda" Items
1. AB2021-127 Resolution to set hearing and notice of hearing on sale of county tax title property
Steve Oliver, County Treasurer, clarified that AB2021-129 (the next agenda
item) was withdrawn at the request of the applicant but this item was not
withdrawn.
Frazey moved that the Resolution be RECOMMENDED FOR APPROVAL.
The motion carried by the following vote:

2. AB2021-129 Resolution to set hearing and notice of hearing on sale of county tax title property
This agenda item was WITHDRAWN.
3. AB2021-157 Request authorization for the County Executive to enter into an interlocal amendment

between Whatcom County and Fire Protection District #7 to extend the agreement
through December 31, 2022 in the amount of $296,995
Frazey moved that the Interlocal be RECOMMENDED FOR
AUTHORIZATION BY CONSENT.
Tyler Schroeder, Executive's Office, stated he was working to get staff
connected to the meeting to answer questions and asked if they could wait.
Browne then went to the next agenda item (AB2021-159) to give staff time
to join the meeting. See below for the motion and vote on this item
(AB2021-157).
4. AB2021-159 Request authorization for the County Executive to enter into an interlocal agreement
between Whatcom County and Washington State Patrol to lease tower access at the
WSP Sumas Mountain Communications Site for a period of 10 years in the amount of
$15,304.28
Browne moved on to this agenda item to give staff time to join the meeting
to discuss A132021-157. Staff joined the meeting right after the reading of
this item into the record so he went back to AB2021-157 (see below).
3. AB2021-157 Request authorization for the County Executive to enter into an interlocal amendment
between Whatcom County and Fire Protection District 47 to extend the agreement
through December 31, 2022 in the amount of $296,995
Mike Hilley, Emergency Medical Services (EMS) Manager, answered what
the fire district (and specifically a paramedic) is doing as it relates to the
Ground Response and Coordinated Engagement (GRACE) program and
what response work is.
Councilmembers discussed the motion.
Frazey moved that the Interlocal be RECOMMENDED FOR
AUTHORIZATION BY CONSENT. The motion carried by the following
vote:

4. AB2021-159 Request authorization for the County Executive to enter into an interlocal agreement
between Whatcom County and Washington State Patrol to lease tower access at the

5. AB2021-162 Request authorization for the County Executive to enter into a lease agreement
between Whatcom County and Lookout Mountain Holdings to lease tower access at
the Lookout Mountain North Tower Site for four years and seven months for a total
amount of $51,332.73
Browne read the agenda item (AB2021-162), but other members of the
committee requested to go back and vote on AB2021-159 again because
some of them thought they were voting on a different agenda item. See
below for motion and vote on this item (AB2021-162).

between Whatcom County and Lookout Mountain Holdings to lease tower access at

6. AB2021-170 Request authorization for the County Executive to enter into a contract amendment
between Whatcom County and SeaMar Community Health Centers to provide
funding for an additional GRACE Program Case Manager in the amount of $92,875
for a total amended contract amount of $1,712,583
Frazey moved that the Contract be RECOMMENDED FOR
AUTHORIZATION BY CONSENT.

manager and Councilmembers discussed the motion.

7. AB2021-183 Request authorization for the County Executive to enter into a lease agreement
between Whatcom County and Mt Constitution Sites, Inc to lease tower access at the
Mt Constitution site for the period of five years in the amount of $111,000

AUTHORIZATION BY CONSENT. The motion carried by the following
vote:
