Council Water Work Session Minutes - Final February 16, 2021 Call To Order Roll Call Council Chair Barry Buchanan called the meeting to order at 10:30 a.m. in a virtual meeting. Present: 7 - Rud Browne, Barry Buchanan, Tyler Byrd, Todd Donovan, Ben Elenbaas, Carol Frazey and Kathy Kershner Absent: None Water Resources Update Gary Stoyka, Public Works Department, briefed the Councilmembers on the following: • The Executive's water settlement, the adjudication process and a recent contract for the purpose of a settlement or collaborative process readiness assessment and for tracking $250,000 that the Governor put in his budget to support facilitation and technical work • The regional water supply work led by the Public Utility District (PUD) • The Drainage Based Management process led by the County • The peer review of the North County groundwater model • Water use efficiency projects • The Domestic Use Water Efficiency Program • Upcoming meetings and agendas of the Watershed Management Board and the Water Resource Inventory Area (WRIA) 1 Planning unit • Lake Whatcom activities including the 2020 Accomplishments Report and the Lake Whatcom Policy Group meeting Marine Resources Committee 2020 Annual Report Austin Rose, Public Works Department, gave a presentation about the work of the Marine Resources Committee and answered questions. Homeowners Incentive Program (HIP) update Other Business Ingrid Enschede, Public Works Department, gave an update on the 2020 annual report and gave a program overview for Whatcom County going into 2021. She answered whether a new interlocal will have to be done with the City of Bellingham. There was no other business.
