Council (Special) Minutes - Final February 16, 2021 Call To Order Roll Call Council Chair Barry Buchanan called the meeting to order at 3:03 p.m. in a virtual meeting. Present: 7 - Rud Browne, Barry Buchanan, Tyler Byrd, Todd Donovan, Carol Frazey, Ben Elenbaas and Kathy Kershner Absent: None Committee Discussion AB2020-345 Discussion of proposed Cherry Point amendments Eddy Ury, RE Sources, began to speak and introduced the entities present. The following people were present: • Anna Doty, Washington Environmental Council (WEC)/Washington • Conservation Voters (WCV) • Pam Brady, BP • Jim Verburg, BP • Jeff Chalfant, BP • Gavin Carscallen, Petrogas • Andrew Gamble, Petrogas • Brad Brown, Philips 66 • Tim Johnson, Phillips 66 • Holli Johnson, Western States Petroleum Association (WSPA) • Trevor Smith, Laborers Local 292 Also present: • Matt Aamot, Planning and Development Services Department • Mark Personius, Planning and Development Services Department Director • Karen Frakes, Prosecuting Attorney's Office Staff realized that the meeting was not being recorded properly. Dana Brown -Davis, Clerk of the Council, requested that the Chair pause the meeting in order to address the issue, so Buchanan paused the meeting. AB2020-345 Discussion of proposed Cherry Point amendments Time Stamp: 00:30:29 Ury briefed the Councilmembers and introduced a presenter. Time Stamp: 00:36:34 Brad Brown gave a presentation about the language relating to the SEPA administrative code Title 16 (first page of Exhibit B in the draft amendments) climate policy and greenhouse gas regulation and answered questions.
