Roll Call
Committee Chair Ben Elenbaas called the meeting to order at 2:20 p.m. in a
virtual meeting.
Present: 3 - Rud Browne, Ben Elenbaas and Todd Donovan
Absent: None
Also Present: Barry Buchanan, Tyler Byrd, Carol Frazey, and Kathy Kershner
Committee Discussion
1. AB2021-161 Discussion regarding request received from the Planning Commission for Council to
establish a citizen advisory group to review local government public participation
issues and recommend improvements
Donovan briefed the Councilmembers.
The following people also spoke:
• Natalie McClendon, Planning Commission member, presented a
draft resolution endorsing the idea of addressing the issue of public
participation and spoke about forming a citizen advisory group.
• Jill Nixon, Council Office Staff, answered questions about
requirements for setting up an ad hoc committee.
• Karen Frakes, Prosecuting Attorney's Office, spoke about using at
1—act— recoll-tion to —form an ad hoc eoll MILLe\ alld the L"MILiVll or
the Public Participation Plan which is required under the Growth
Management Act and deals with GMA matters that come through the
Planning Commission and then to the Council. It sets out what the
particular participation requirements are for a particular action.
• Satpal Sidhu, County Executive, suggested that ideas be brought to
the Council to discuss.
Dominic Moceri, Planning Commission member, spoke about
setting up an advisory committee.
Councilmembers concurred that Donovan and McClendon would work
together with input from the Executive then come back in two weeks with
more specific recommendations.
This agenda item was DISCUSSED.
