Call To Order
Roll Call
Committee Chair Carol Frazey called the meeting to order at 1:25 p.m. in a
virtual meeting.
Present: 2 - Carol Frazey and Todd Donovan
Absent: 1 - Rud Browne
Also Present: Barry Buchanan, Ben Elenbaas, and Kathy Kershner
Committee Discussion and Recommendation to Council
1. AB2021-141 Resolution granting a quit claim deed/partial release of easement rights to the City of
Bellingham
Donovan moved that the Resolution be RECOMMENDED FOR
APPROVAL.
The following people briefed the Councilmembers and answered questions:
• Andrew Hester, Public Works Department
• Matt Gossett, City of Bellingham Public Works Department
• Analiese Burns, City of Bellingham Natural Recourses Department
The speakers answered questions about whether the County could also
benefit from the wetland bank and what would be released to the City of
Bellingham.
Donovan's motion that the Resolution be RECOMMENDED FOR
APPROVAL carried by the following vote:
Aye: 2 - Frazey and Donovan
Nay: 0
Absent: 1 - Browne
