Roll Call
Committee Chair Ben Elenbaas called the meeting to order at 2:22 p.m. in a
virtual meeting.
Present: 3 - Rud Browne, Ben Elenbaas and Todd Donovan
Absent: None
Also Present: Barry Buchanan, Tyler Byrd, Carol Frazey, and Kathy Kershner
Special Presentation
1. AB2021-1 13 Report from the Planning and Development Services Department
Mark Personius, Planning and Development Services Department Director,
gave a report.
The following people discussed with Councilmembers:
• Mark Personius
• Cliff Strong, Planning and Development Services Department
• Satpal Sidhu, County Executive
They discussed whether there was an extension for the Shoreline
Management Plan deadline because of the COVID-19 pandemic and when it
should come to the Council, funded and unfunded open positions in the
department, rules for wetland mitigation and setting up an off -site wetland
mitigation program.
This agenda item was REPORTED.
Committee Discussion
1. AB2021-097 Discussion of a proposed ordinance adopting amendments to Whatcom County Code
Title 15 (Buildings & Construction) to adopt by reference the 2018 editions of the
International Building and other related codes
The following people briefed the Councilmembers on a cost comparison
between the 2015 and 2018 Energy Codes and answered questions:
• Curtis Metz, Planning and Development Services Department
• Cliff Strong, Planning and Development Services Department
Donovan moved to recommend to the full Council that the ordinance (on

the agenda tonight as A132021-096) be adopted.
Councilmembers continued to discuss the item with staff and whether the
information presented will be accessible to the public.
Donovan clarified that the ordinance is scheduled tonight for a public
hearing and this is just a discussion so a motion is not necessary, so he
withdrew his motion.
This agenda item was DISCUSSED.

There were no agenda items added by revision.
Donovan stated he would like to revisit a request from the Planning
Commission to open up further discussion on the topic of improving public
participation. He will look into getting it on an agenda.
