Call To Order
Roll Call
Committee Chair Todd Donovan called the meeting to order at 9:51 a.m. in
a virtual meeting.
Present: 3 - Todd Donovan, Ben Elenbaas and Barry Buchanan
Absent: None
Also Present: Rud Browne, Tyler Byrd, Carol Frazey, and Kathy Kershner
Special Presentation
1. AB2021-103 Report on the 2022 Comprehensive Parks, Recreation & Open Space Plan
The following staff presented and answered questions:
• Rod Lamb, Parks and Recreation Department
• Mike McFarlane, Parks and Recreation Department Director
They answered questions about upcoming projects, guidelines for events
and whether they will be allowed this year.
This agenda item was PRESENTED.
2. AB2021-121 Presentation of Whatcom County 2017 Greenhouse Gas Inventory
The following people gave a presentation and answered questions:
• Chris Elder, Public Works Department
• Ellyn Murphy, Climate Impact Advisory Committee Chair
They answered questions about whether industrial output has continued to
trend up, what Industrial point source emissions were in 2010, whether we
are gaining or losing in the category of emissions and removals from trees,
when the Council might hear back again from the Climate Impact Advisory
Committee about what they can do, whether there are any comparisons for
refinery numbers between Whatcom County and the Anacortes area.
