Council Committee of the Whole Committee Minutes - Final February 9, 2021 Call To Order Roll Call Council Chair Barry Buchanan called the meeting to order at 1:45 p.m. in a virtual meeting. Present: 7 - Rud Browne, Barry Buchanan, Tyler Byrd, Todd Donovan, Carol Frazey, Ben Elenbaas and Kathy Kershner Absent: None Committee Discussion 1. AB2020-219 Discussion and update on strategies and other items related to COVID-19 (Council and Health Board) Erika Lautenbach, Health Department Director updated the Councilmembers on the following: • There are 34 enrolled provider sites for vaccine in Whatcom County • 3,275 doses of vaccine were received this week after a letter sent to I he Governor as compared to last week's 700 • One hundred doses will go to the Health Department for vulnerable populations • Plans for a large-scale vaccination clinic • Movement toward opening businesses She answered questions about future receipt of vaccine and whether there was a response about the imbalance of supply of the vaccine to different counties. Donovan spoke about edits made to the letter the Council sent to the Governor about moving to Phase 2 and stated that what was approved was not what was actually sent to the Governor. Councilmembers talked about whether they should discuss a process for sending letters. Dana Brown -Davis, Clerk of the Council, explained the rules for sending letters from the Council and what took place with this letter. Kershner moved that the Council accept the letter as written and sent with the scrivener's error fixed. There was no second to the motion. Councilmembers and Brown -Davis continued to discuss how to proceed and Whatcom County Page I Council Committee of the Whole Committee Minutes - Final February 9, 2021 adding a handwritten note to the letter which shows what the language should have been via the motion the Council meant to make and putting that in the file and in the Chair's correspondence for the record. This agenda item was DISCUSSED. 2. AB2021-102 Discussion of Council appointment of Jeffrey Callender to the Business and Commerce Advisory Committee This agenda item was WITHDRAWN. Items Added by Revision Other Business Adiournment There were no agenda items added by revision. Councilmembers discussed when to begin the next committee meeting. The meeting adjourned at 2:09 p.m. The County Council approved these minutes on February 23, 2021.
