Call To Order
Roll Call
Committee Member Todd Donovan called the meeting to order at 9:30 a.m.
in a virtual meeting.
Present: 3 - Todd Donovan, Ben Elenbaas and Barry Buchanan
Absent: None
Also Present: Rud Browne, Tyler Byrd, and Carol Frazey
Special Order of Business
1. AB2021-071 Nomination and appointment of committee chair
Buchanan moved that Donovan be NOMINATED AND APPOINTED. The
motion carried by the following vote:
Aye: 2 - Donovan and Buchanan
Nay: 0
Absent: 0
Temp Absent: 1 - Elenbaas
Donovan was appointed as committee chair and continued the meeting.
Committee Discussion and Recommendation to Council
1. AB2021-029 Resolution affirming the PDR Oversight Committee ranking and authorizing Whatcom
County Purchase and Development Rights Program Administrator and Whatcom
County Executive to proceed with the acquisition of conservation easements on the
Lakeland Foundation, Jones -Bishop, Martin, VanderWerff, Kiera-Duffy Forestry,
and Kiera-Duffy Ecological applications
Becky Snijder van Wissenkerke, Planning and Development Services
Department, gave a presentation and answered questions. She and
Councilmembers discussed having more detailed information on the parcels
through maps, funding, how parcels are ranked, and adjusting the scoring
mechanism in the future to reflect how the PDR program has evolved over
time.
Buchanan moved that the Resolution be RECOMMENDED FOR
APPROVAL. The motion carried by the following vote:
Aye: 2 - Donovan and Buchanan
