Roll Call
Council Chair Barry Buchanan called the meeting to order at 1 p.m. in a
virtual meeting.
Present: 7 - Rud Browne, Barry Buchanan, Tyler Byrd, Todd Donovan, Carol Frazey, Ben
Elenbaas and Kathy Kershner

Special Presentation
1. AB2020-422 Presentation on the CPacer Program
The following people presented (on file) and discussed the item with
Councilmembers:
Seth Vidana, Climate and Energy Manager, City of Bellingham
Amy Wheeless, Northwest Energy Coalition/Shift Zero
John MacLean, President, Energy Efficiency Finance Corporation
Dan Clarkson, EEFC, Energy Efficiency Finance Corporation
Emily Larson Kubiak, Sustainable Connections
Mark Schofield, Opportunity Council
Michael Yaki, CPACE Alliance
The presenters answered questions about the "How it Works" diagram in the
presentation and what parts of the financing process it relates to, how long
the tax assessment for financing stays in place, why a County ordinance is
needed to adopt the program whether the Council could get a copy of a
model ordinance, how new the program is and whether anyone else has
adopted it, the potential risks for a participating property owner, and being
able to see real -life examples of the economics and financing associated
with the program.
