Council Public Works & Health Committee Minutes - Final October 27, 2020 Committee Call To Order Roll Call Committee Discussion 1. AB2020-439 Discussion regarding a proposed ordinance amending the Whatcom County Code to create a Whatcom County Child and Family Well -Being Task Force Dana Brown -Davis, Clerk of the Council, asked if they should consider AB2020-486 first since staff is available. Councilmembers discussed whether they should consider AB2020-486 first. Donovan moved to quickly consider AB2020-486 first and then to move to A132020-439. The Committee members concurred so they moved to AB2020-486. Items Added by Revision (Discussion) 1. AB2020-486 Discussion of proposed ordinance amending Whatcom County Code 8.10, Solid Waste and Residential Recycling Collection, regarding solid waste collection in Point Roberts, WA Councilmembers discussed the item with the following people: • Jeff Hegedus, Health Department, answered questions about the level of service and billing mechanism that the Ordinance is proposing and whether the recommendation from the Point Roberts Community Advisory Committee (PRCAC) has changed. • Satpal Sidhu, County Executive, gave his recommendation. Donovan repeated his earlier motion to consider this item briefly since it is coming up in two weeks and to then consider AB2020-439. The motion carried by the following vote: Aye: 3 - Kershner, Donovan, and Frazey Nay: 0 This agenda item was DISCUSSED. Committee Discussion 1. AB2020-439 Discussion regarding a proposed ordinance amending the Whatcom County Code to create a Whatcom County Child and Family Well -Being Task Force Whaecuin County Page 1 Council Public Works &)-Health Committee Minutes - Final October 27, 2020 Committee Dana Brown -Davis, Clerk of the Council, clarified that this item was on the agenda and not added by revision. Kershner moved that Section 2.106.050 of the ordinance be amended to read: In addition to the officials designated above, the Child and Family Well -Being Task Force shall include the following 15 members who represent the following experience, appointed by the Whatcom County Council: 1. Community Members from Under -Represented Communities: Hispanic/Latino, American Indian/Alaska Native, Black/African American, Immigrant, Rural (up to 5 members) 2. Representative from a Community Action Agency, Non -Profit Housing Organization or Social Service Agency (up to 2 members) 3. Representative from the Faith Community 4. Representative from Private School, Home school, Higher Education or Child Care Provider (up to 2 members) 5. Medical or Behavioral Health Care Provider serving young children and families Community Members with experience caring for children such as Parent, Foster Parent, Grandparent, or Guardian. (up to 3 members) Representative from Private Business, Corporation, or Philanthropic Organization Councilmembers discussed the motion and Frazey confirmed that this language replaces the language in this section of the proposed Ordinance. Donovan suggested a friendly amendment to add "at least one of to the first paragraph so it reads: " ...shall include the following 15 members who represent at least one of the following experiences..." Kershner accepted the friendly amendment. The amended motion carried by the following vote: Aye: 3 - Kershner, Donovan, and Frazey Nay: 0 Kershner moved to amend the Section 2.106.060 to read: The term of office for appointed members shall be twe four years; Whatcom County - page 2 Council Public Works & Hcaltb Committee Minutes - Final October 27, 2020 Committee members may apply for member -ship fe eal only a and be appointed to an additional consecutive four-year term. Appointment of members shall comply with Chapter 2.03 WCC. The motion to amend carried by the following vote: Aye: 3 - Kershner, Donovan, and Frazey Nay: 0 Councilmembers discussed with the following staff how and when they will go about populating the spots, the terms for the Incarceration Prevention and Reduction Task Force (IPRTF), the process for the Ordinance and when it would go into effect, and whether amendments from two weeks ago have already been incorporated: • Jill Nixon, Council Office • Dana Brown -Davis, Clerk of the Council Donovan moved to forward the Ordinance as amended two weeks ago and today to the full Council. The motion carried by the following vote: Aye: 3 - Kershner, Donovan, and Erazey Nay: 0 This agenda item was DISCUSSED AND MOTION(S) APPROVED. See all approved motions in the file.
