Call To Order
Roll Call
Committee Chair Carol Frazey called the meeting to order at 3:21 p.m. in a
virtual meeting. Because Frazey was joining the meeting via telephone,
Todd Donovan acted as committee chair for the rest of the meeting.
Present: 3 - Carol Frazey, Todd Donovan and Kathy Kershner
Absent: None
Also present: Rud Browne, Barry Buchanan, Tyler Byrd, and Ben Elenbaas
Committee Discussion
1. AB2020-419 Discussion relating to the draft Six -Year Capital Improvement Program for Whatcom
County Facilities (2021-2026)
Matt Aamot, Planning and Development Services Department, briefed the
Councilmembers and answered whether there have been any new ideas
behind alternative funding sources outside of debt and sales tax for the jail.
Frazey moved to forward the proposed Ordinance for Introduction at a later
date.
The motion carried by the following vote:
Aye: 3 - Frazey, Kershner, and Donovan
Nay: 0
This agenda item was DISCUSSED AND MOTIONS) APPROVED.
2. AB2020-434 Discussion with Public Works staff regarding the proposed resolution adopting the
2021 Annual Road Construction Program (ACP)
Jim Karcher, Public Works Department, briefed the Councilmembers on
the proposed Resolution.
The following additional staff also answered questions:
• Jon Hutchings, Public Works Department Director
• James Lee, Public Works Department
Staff answered whether it has always been the case that the Resolution can
only be amended by unanimous vote once it has been approved and the
process of determining the scope of the work for the Lakeway Drive
Corridor Improvements project on the Transportation Improvement

This agenda item was DISCUSSED.
3. AB2020-439 Discussion regarding a proposed ordinance amending the Whatcom County Code to
create a Whatcom County Child and Family Well -Being Task Force
Kershner moved approval for discussion.
Kershner moved to amend the ordinance Section 2.106.040 Permanent
Members as follows:
Members of the Child and Family Well-being Task Force shall
include the following 15 designated e ffiei ,ls or- their -
representatives, appointed by their designated agency:
The motion carried by the following vote:
Aye: 3- Frazey, Kershner, and Donovan
Nay: 0
Kershner moved to amend Section 2.106.040 item E as follows:
E. One representative from Department of Children, Youth, and
Families DCYF) (Non -Governmental Child Welfare) -local office
She amended her motion to only include spelling out of the acronym as
follows:

Kershner moved to amend Section 2.106.040 item K as follows:

Kershner moved to amend Section 2.106.040 right after item M to add the
following:
These representatives are not subject to term limits. The individual
agencies will determine who will represent them on the Task Force.
The motion carried by the following vote:
Aye: 3- Kershner, Frazey, and Donovan
Nay: 0
Kershner moved to amend Section 2.106.050 Additional Appointed
Members as follows:
2.106.050 Additional Appointed Members
In addition to officials designated above, the Child and Family
Well-being Task Force shall include the following 4-0-15 members
appointed by the Whatcom County Council:
Councilmembers discussed the motion.
Kershner withdrew her motion to amend.
Kershner moved to amend Section 2.106.050 Additional Appointed
Members to include
• Faith Community Representative
• Homeschool/Private School Representative
• Single Mother
• Single Father
• Two -Parent Family
• Foster Care Parent
• Pediatrician, Obstetrician or Health Provider serving children 0-7
years of age or expectant mothers
Councilmembers, Satpal Sidhu, County Executive, and Jill Nixon, Council
Office, discussed the motion.
Kershner amended her motion to remove Pediatrician, Obstetrician or
Health Provider serving children 0-7 years of age or expectant mothers
from her motion and moved to amend Section 2.106.050 to add the
following positions:

• Faith Community Representative
• Homeschool/Private School Representative
• Single Mother
• Single Father
• Two -Parent Family
• Foster Care Parent
Councilmembers discussed setting a number of available positions and
advising to recruit people from the listed areas as opposed to listing
specific positions or stating that priority will be given to people in the
added categories. The also discussed how many additional appointed
members there should be and how it should be noted in the ordinance.
Dana Brown -Davis, Clerk of the Council, answered whether this ordinance
is before the Council at tonight's Council meeting and whether there are
examples of other similar ordinances they could use as a guideline.
Kershner withdrew her motion to amend and moved to hold the version
with approved amendments in Committee and stated she could work on
language for the second part of it.
Astrid Newell, Health Department, stated she could help them with
amendments.
The motion to hold in Committee as amended carried by the following vote:
Aye: 3- Frazey, Kershner, and Donovan
Nay: 0
This agenda item was amended and HELD IN COMMITTEE.
