Council Criminal Justice and Public Committee Minutes - Final September 29, 2020 Safety Committee Call To Order Roll Call Committee Chair Barry Buchanan called the meeting to order at 1:25 p.m. in a virtual meeting. Present: 3 - Barry Buchanan, Tyler Byrd and Carol Frazey Absent: None Also present: Rud Browne, Todd Donovan, Ben Elenbaas, and Kathy Kershner Announcements Committee Discussion and Recommendation to Council AB2020-406 Resolution supporting Whatcom County Sheriff Deputies, Corrections Deputies, and Law Enforcement Officials across the County in response to the increased attacks on law enforcement across the Country Clerk's note: Councilmembers discussed both AB2020-406 and AB2020-418 together and all the minutes of the discussion are written under A132020-406. Buchanan stated there are two resolutions to be considered. Councilmembers discussed how to proceed with considering both Resolutions, the differences between the two versions, the fact that AB2020-406 has a substitute version, and striking language referring to the Law and Justice Plan. Kershner suggested and Buchanan moved that the substitute Resolution (AB2020-406) be approved. Buchanan moved that the substitute Resolution be amended to remove the two references to the Law and Justice Plan in the following paragraphs: WHEREAS, in June 2000, the Whatcom County Council adopted the Law and Justice Plan (developed by the Whatcom County Law and Justice Council and updated in 2008) that included a commissioned deputy staffing goal of 1.2 commissioned officers per 1,000 population that has yet to be attained. BE FINALLY RESOLVED, that the Whatcom County Council is committed to the Law and Justice Plan for staffing and has made Whatcom County Page I Council Criminal Justice and Public Committee Minutes - Final September 29, 2020 Safety Committee public safety a top priority in the 2021-2022 budget. The motion to amend the Ordinance carried by the following vote: Aye: 3 - Frazey, Byrd, and Buchanan Nay: 0 Councilmembers and Satpal Sidhu, County Executive, discussed the proposed substitute Resolution as amended and whether they should approve one Resolution or both. Dana Brown -Davis, Clerk of the Council, answered whether Council staff could work on a combined Resolution with Councilmembers Browne and Kershner. Browne suggested that he and Kershner work together and Kershner agreed that they could do that. Buchanan withdrew his motion to approve AB2020-406. This made the motion to amend null and void. Councilmembers concurred that Councilmembers Browne and Kershner would work together to prepare a substitute Resolution for consideration by the Council combining AB2020-406 and AB2020-418. This agenda item was DISCUSSED. 2. AB2020-418 Resolution stating support and appreciation of the Whatcom County Sheriff's Department, Whatcom County Sheriff Deputies, Whatcom County Corrections Other Business Adiournment Deputies and support staff Clerk's note: Councilmembers discussed both AB2020-406 and AB2020-418 together and all the minutes of the discussion are written under AB2020-406.
