Roll Call
Committee Chair Carol Frazey called the meeting to order at 12:42 p.m. in
a virtual meeting.
Present: 3 - Carol Frazey, Todd Donovan and Kathy Kershner
Absent: None
Also present: Rud Browne, Barry Buchanan, and Ben Elenbaas

Special Presentation
1. AB2020-370 Report from the Health Department regarding the Ground -level Response and
Coordinated Engagement (GRACE) Program
The following staff gave a presentation:
• Anne Deacon, Health Department
• Malora Christensen, SeaMar Community Health Center and GRACE
Program Manager
Staff answered questions about whether there is a wait list, how much
service we get outside of the city [Bellingham] to the outlying smaller
cities and rural areas, whether there is buy -in from law enforcement and
emergency medical services in terms of making enough referrals, whether
the program is getting overwhelmed by referrals, how the program can be
scaled up, whether it is being funded by a Department of Justice grant,
whether funding for GRACE is built into the County's regular budget and is
not short-term grant dependent, and how much money the program saves the
County.
Satpal Sidhu, County Executive, spoke about the County's efforts in
criminal justice reform.

Committee Discussion
AB2020-354 Discussion with Public Works staff on an ordinance to amend Whatcom County
Code 12.60.040, Appointment and Responsibilities of the Citizen Address and Road
Name Appeals Committee (to be introduced at the evening meeting)

Adiournment
Doug Ranney, Public Works Department, briefed the Councilmembers and
answered questions about when the County last populated the Citizen
Address and Road Name Appeals Committee and how many appeals come
up each year.
Donovan moved to forward the item to Council and the vote carried 3-0,
however a motion and vote were not necessary since this item was just a
discussion.
Dana Brown -Davis, Clerk of the Council stated the related Ordinance is
already scheduled in Council for introduction tonight.
This agenda item was DISCUSSED.
There was no other business.
The meeting adjourned at 1:20 p.m.
