Roll Call
Committee Chair Carol Frazey called the meeting to order at 1:01 p.m. in a
virtual meeting.
Present: 3 - Carol Frazey, Todd Donovan and Kathy Kershner
Absent: None
Also present: Barry Buchanan and Tyler Byrd
Announcement
Committee Discussion
1. AB2020-299 Discussion regarding Address and Road Name Citizen Appeal Committee
Jon Hutchings, Public Works Department Director, briefed the
Councilmembers.
Kershner referenced an email from Council Staff which gave options for
what could be done with the committee and the Whatcom County Code and
asked what the process would need to be if they chose to repeal and replace
the code.
Hutchings stated Public Works could bring forward proposed code changes.
He answered whether new roads are handled internally in his department.
Doug Ranney, Public Works, stated that Public Works facilitates new road
names and road name changes requested through citizen action. The Citizen
Address and Road Name Appeals Committee is for when Public Works
initiates an address change or assigns an address that someone would then
like to appeal.
Staff answered whether the Council would be overwhelmed with requests if
they got rid of the committee, whether a repeal of Whatcom County Code
12.60.040 would eliminate the opportunity for an appeal, and how an appeal
would work in that case.
This agenda item was DISCUSSED.

1. AB2020-296 Resolution approving the Lake Whatcom Water and Sewer District Comprehensive
Sewer Plan 2020 Update

Donovan moved that the Resolution be recommended for approval.
The following staff spoke:

• Mark Personius, Planning and Development Services Department
Director
They answered whether there is a requirement that new plats in the
watershed have to hook into sewer, and whether this comprehensive plan is
compatible with the Lake Whatcom Comprehensive Plan.
Donovan's motion that the Resolution be RECOMMENDED FOR
APPROVAL carried by the following vote:
Aye: 3 - Frazey, Donovan and Kershner
Nay: 0
Absent: 0
Other Business
Adjournment
Mark Personius, Planning and Development Services Department Director,
answered a question about whether there is nothing left that can be
subdivided down below five acres.
The meeting adjourned at 1:20 p.m.
