Roll Call
Committee Chair Carol Frazey called the meeting to order at 1:30 p.m. in a
virtual meeting.
Present: 3 - Carol Frazey, Todd Donovan and Kathy Kershner
Absent: None
Also present: Rud Browne, Barry Buchanan, and Tyler Byrd

Committee Discussion
1. AB2020-314 Discussion regarding proposed resolution in the matter of the Whatcom County
Six -Year Transportation Improvement Program (STIP) for the years 2021 through
2026
The following staff spoke, referenced documents sent to the Council
concerning an upcoming proposed Resolution for the Six -Year
Transportation Improvement Program, and provided a staff report:
Jon Hutchings, Public Works Department Director
Jim Karcher, Public Works Department
Satpal Sidhu, County Executive
James Lee, Public Works Department
Staff answered questions about what "CE" stands for under Environmental
Type as referenced on a draft Six -Year Transportation Improvement
Program spreadsheet provided via email to Councilmembers, where the
Lake Samish bridge is on the list, whether the project dollar amounts can
come from various fund sources, how the local tax -funded part of the Road
Fund is doing, whether ferry replacement is on the list of projects, whether
the Larrabee Road Flood Mitigation project referenced on the "Projects
Removed from 2020-2025 STIP" list will be done by the City assuming it
gets annexed, whether Lummi Nation is taking over the Slater Rd/Haxton
Way project referenced on the "Projects Removed from 2020-2025 STIP,"
whether the list presented is the final list of projects or whether more will
be added by the time the Resolution comes before the Council in
September, whether there is a place holder for something such as request
received by the Council for a bike path to potentially get grant funds, and
whether there is a separate list for bicycle and pedestrian projects.
