Roll Call
Committee Chair Tyler Byrd called the meeting to order at 10:14 a.m in a
virtual meeting.
Present: 3 - Rud Browne, Tyler Byrd and Kathy Kershner

County Executive's Report
Satpal Sidhu, County Executive, stated there was no Executive report.
Committee Discussion and Recommendation to Council
1. AB2020-255 Request authorization for the County Executive to enter into an interlocal agreement
between Whatcom County and Skagit County for participation in the Youth
Marijuana Prevention and Education Program, in the amount of $26,000
Browne moved that the Interlocal be recommended for authorization.
Councilmembers discussed the motion.
Browne's motion that the Interlocal be RECOMMENDED FOR
AUTHORIZATION carried by the following vote:
Aye: 2 - Browne and Kershner
Nay: 1 - Byrd
Absent: 0
2. AB2020-258 Request authorization for the County Executive to enter into an interlocal agreement
between Whatcom County and San Juan County for participation in the Youth
Marijuana Prevention and Education Program, in the amount of $26,000
Browne moved that the Interlocal be recommended for authorization.
Satpal Sidhu, County Executive, briefed the Councilmembers and
Councilmembers discussed the agenda item.

3. AB2020-260 Resolution requesting authorization to make an application and enter into a grant
agreement with the Washington State Recreation and Conservation Office to develop
an outdoor sports court at the East Whatcom Regional Resource Center
Browne moved that Resolution be recommended for approval.
Mike McFarlane, Parks and Recreation Department Director, briefed the
Councilmembers on the agenda item.
Councilmembers discussed the item and McFarlane answered whether the
community asked for this or whether the idea came from the Parks
Department, and whether it will have solar panels on the roof.
Browne's motion that the Resolution be RECOMMENDED FOR
APPROVAL carried by the following vote:

4. AB2020-267 Request permission for the County Executive and the County Council to enter into an
agreement for funding support and implementation of the Duffner Ditch Culvert and
Flood Gate Replacement Project (Council acting as the Flood Control Zone District
Board of Supervisors)
Browne moved that the Contract be recommended for authorization_
Paula Harris, Public Works Committee, briefed the Councilmembers and
answered whether the Water Improvement Districts (WIDS) are working on
other fish -friendly flood gates throughout the county, whether the locations
included with this contract currently have flood gates which are just being
replaced with the fish -friendly kind, whether there would be any system that
would get a flood gate that does not currently have one, and whether there
was a law passed stating that they all need to be replaced.
Councilmembers discussed the item.

5. AB2020-268 Request permission for the County Executive and the County Council to enter into an
agreement between the Ag Water Board of Whatcom County and the Whatcom
County Flood Control Zone District relating to Funding Support for Participation in
the Flood Integrated Planning Process (FLIP) (Council acting as the Flood Control
Zone District Board of Supervisors)
Browne moved that the Contract be recommended for authorization.
Paula Harris, Public Works Department, briefed the Councilmembers and
answered how the farmers were selected to participate.
Councilmembers expressed appreciation for Harris' work.
Browne's motion that the Contract (FCZDBS) be RECOMMENDED FOR
AUTHORIZATION carried by the following vote:

6. AB2020-269 Request authorization for the County Executive to enter into a contract between
Whatcom County and Washington State Military Department, in the amount of
$400,725.
Browne moved that the Agreement be recommended for authorization.
The following people spoke:

• Bill Elfo, Sheriff
Staff briefed the Councilmembers and answered questions about whether
enhanced patrols means additional patrols along the border, whether
additional patrols use overtime hours or dedicated regular time hours,
whether this will be used to reimburse travel beyond mileage for patrols,
what equipment the money is used for, whether this is a contract with the
State Department of Military, why the City of Bellingham is not
participating, and what caused the decrease in funding from the previous
fiscal year.
Browne's motion that the Agreement be RECOMMENDED FOR
AUTHORIZATION carried by the following vote:

7. AB2020-270 Request authorization for the County Executive to enter into a contract between
Whatcom County and the U.S. Department of Justice in the amount of $10,000.
Browne moved that the Agreement be recommended for authorization.
Doug Chadwick, Undersheriff, briefed the Councilmembers on the agenda
item and answered a question about one of the signatures on the contract.
Browne's motion that the Agreement be RECOMMENDED FOR
AUTHORIZATION carried by the following vote:

S. AB2020-271 Request authorization for the County Executive to enter into an Interagency
Agreement amendment between Whatcom County Flood Control Zone District and
Washington State Department of Health for support of the Pollution Identification and
Correction (PIC) program in the amount of $447,732 for a total amended contract
amount of $1,047,732
Browne moved that the Contract be recommended for authorization.
Erika Douglas, Public Works Department, briefed the Councilmembers and
answered questions about whether they have been seeing positive results
from the program over time, whether the unseasonable rain has attributed to
spikes in bacteria levels, whether there is a cost share program for land
owners and what percentage of the grant goes toward that type of thing, and
whether the Pollution Identification and Correction (PIC) program is run
through the Conservation District.
Browne's motion that the Contract (FCZDBS) be RECOMMENDED FOR
AUTHORIZATION carried by the following vote:

9. AB2020-273 Request authorization for the County Executive to award bid #20-33 and enter into a
contract between Whatcom County and Boss Construction, Inc. for the Swift Creek
Channel Excavation and Oat Coles North Repository Development project in the
amount of $644,554.61

Browne moved that the Bid Award be recommended for authorization.
James Lee, Public Works Department, stated he was available for questions.
Browne's motion that the Bid Award be RECOMMENDED FOR
AUTHORIZATION carried by the following vote:

10. AB2020-275 Resolution amending Resolution 2019-061 (Amendment #1) relating to the salary
schedule and policies for unrepresented Whatcom County employees
Browne moved that the Resolution be recommended for approval.
Nan Kallunki, Administrative Services Department, briefed the
Councilmembers on the agenda item.
Councilmembers and Satpal Sidhu, County Executive, discussed
considering that elected officials also take a pay cut along with staff and
how that can be done within existing laws.
Browne's motion that the Resolution be RECOMMENDED FOR
APPROVAL carried by the following vote:
