Council Natural Resources Committee Committee Minutes - Final June 16, 2020 Call To Order Roll Call Committee Chair Todd Donovan called the meeting to order at 9:40 a.m. in a virtual meeting. Present: 3 - Todd Donovan, Ben Elenbaas and Carol Frazey Absent: None Also present: Rud Browne, Barry Buchanan, Tyler Byrd and Kathy Kershner Announcements Committee Discussion and Recommendation to Council 1. AB2020-091 Ordinance amending Whatcom County Code 16.20, Whatcom County Shellfish Protection Districts Erika Douglas, Public Works Department, briefed the Committee members and answered questions about whether waiving the term limits would need to be done on a case by case basis or whether it would happen automatically. Elenbaas stated he would like to amend proposed section D of Exhibit A of the ordinance to add "on a case by case basis" as follows: D. Member terms will be four years, unless otherwise required by the Revised Code of Washington (RCW). Council may waive on a case by case basis the term limit requirements of WCC 2.03 as it applies to this Chapter. Elenbaas mover[ that the ordinance be recommended for adoption. The motion was seconded by Frazey. Elenbaas moved that the ordinance be amended as noted above. The motion to amend carried by the following vote: Aye: 3 - Donovan, Elenbaas, and Frazey Nay: 0 Frazey moved that the Ordinance be RECOMMENDED FOR ADOPTION WITH PROPOSED AMENDMENT. There was no other business.
