AMENDING THE WHATCOM COUNTY 2020 BUDGET, REQUEST NO. 10. IN THE AMOUNT OF
$3,000,000
(EMERGENCY ORDINANCE)
WHEREAS, the 2019-2020 budget was adopted November 20, 2018; and,
WHEREAS, changing circumstances require modifications to the approved 2019-2020 budget;
and,
WHEREAS, the County Executive has issued a Proclamation of Emergency to combat the
spread of the COVID-19 virus; and
WHEREAS, the spread of the virus presents a continuing threat to the health and safety of the
citizens of Whatcom County; and
WHEREAS, the modifications to the budget have been assembled here for deliberation by the
Whatcom County Council,
FINDINGS: The spread of the COVID-19 virus presents a continuing threat to the health and
safety of the citizens of Whatcom County. The County needs temporary cash flow assistance to
effectively respond to this crisis,
NOW, THEREFORE, BE IT ORDAINED by the Whatcom County Council that the 2019-2020
Whatcom County Budget Ordinance #2018-064 is hereby amended by adding the following additional
amounts to the 2020 budget included therein:

Increase amount available needed to provide an adequate response to the COVID-19 emergency.

2. Problem to be solved:
The County Executive has issued a Proclamation of Emergency to combat the spread of the COVID-19
virus. The spread of the virus presents a continuing threat to the health and safety of the citizens of
Whatcom County. The County has established the COVID-19 Emergency Response Fund to track
restricted and committed revenues in response to the COVID-19 outbreak. Adequate cash flow and
budget authority is need in the COVID-10 Emergency Response Fund to fund the County's response due
to the processing time required to reeive expected local, state, and federal FE<A assistance and
reimbursements.

Other options do not provide the efficiency and effectiveness needed to respond to this emergency.
3b. Cost savings:
It is expected that local, state and federal FEMA assistance and reimbursements will provide funding for
the fund's expenditures.

Upon signature adequate resources will be available to fund emergency response as needed.

Public Utilities Improvement Fund (EDI) will provide a temporary loan for cashflow. The Treasurer will be
authorized to provide the interfund loan.
