To appropriate $250,000 in Non Departmental to fund COVID-19 emergency response. 2. To authorize budget authority for new funding granted from the Washington State Department of Commerce for the purposes of providing emergency housing options necessary to respond to the COVID-19 outbreak in the amount of $905,821 HISTORY OF LEGISLATIVE FILE Date: Acting Body: Action: Sent To: 03/24/2020 Council ADOPTED Aye: 7 Browne, Buchanan, Byrd, Donovan, Frazey, Elenbaas, and Kershner Nay: 0 Absent: 0 Attachments: proposed supplementals, Ordinance Whatcom County Page 1 Printed on 312712020 PROPOSED BY: Executive INTRODUCTION DATE: 3/24/2020 ORDINANCE NO.2020-012 AMENDMENT NO. 8 OF THE 2020 BUDGET (EMERGENCY ORDINANCE) WHEREAS, the County Executive has issued a Proclamation of Emergency to combat the spread of the COVID-19 virus; and, WHEREAS, Whatcom County Code chapter 2.02.135 provides for an emergency ordinance to become immediately effective when approved by two thirds vote of the County Council and signature of the County Executive; and, WHEREAS, the County Council adopted an initial emergency funding ordinance of $250,000 on March 10, 2020; and WHEREAS, additional expenditure authority of $250,000 is required to preserve the health and safety of County citizens; and, WHEREAS, Washington State Department of Commerce has awarded Whatcom County Health Department a $905,821 grant to address emergency housing needs due to the COVID-19 outbreak; and WHEREAS, the 2019-2020 budget was adopted November 20, 2018; and, WHEREAS, the modifications to the budget have been assembled here for deliberation by the Whatcom County Council, FINDINGS: The spread of the COVID-19 virus presents a continuing threat to the health and safety of the citizens of Whatcom County. Whatcom County needs additional budget appropriation to acquire the tools and resources to effectively respond to the crisis and to provide for emergency housing needs, NOW, THEREFORE, BE IT ORDAINED by the Whatcom County Council that the 2019-2020 Whatcom County Budget Ordinance #2018-064 is hereby amended by adding an additional $1,155,821 to the 2020 budget as presented herein: Fund Expenditures Revenues Net Effect General Fund - Non Departmental 250,000 - 250,000 Homeless Housing Fund - Health 905,821 (905,821) Total Supplemental 1,155,821 (905,821) 250,000 NOW, THEREFORE, RE IT FURTHER ORDAINED by the Whatcom County Council that the County Executive is authorized to transfer appropriation authority out of the COVID-19 Emergency Response cost center in Non Departmental to other funds and departments as necessary to cover COVID-19 expenditures being incurred therein.
