Roll Call
Committee Chair Carol Frazey called the meeting to order at 1:09 p.m. in
the Council Chambers, 311 Grand Avenue, Bellingham, Washington.
Present: 3 - Carol Frazey, Todd Donovan and Kathy Kershner
Absent: None
Also present: Rud Browne, Barry Buchanan, Tyler Byrd, and Ben Elenbaas
Committee Discussion and Recommendation to Council
1. AB2020-056 Resolution to establish income eligibility designation for use of the Veterans Assistance
Fund
Anne Deacon, Health Department, introduced the presentation.
Liz Harmon -Craig, Health Department, gave a presentation (in the packet).
She briefed the Council on the history of the Veterans Assistance Program,
how it is funded, the various forms of assistance and services the program
provides and statistics for claims that have been filed in Whatcom County.
Harmon -Craig and Ann Beck, Health Department, answered questions about
whether all the workers who help with transportation are volunteers;
coordinating with other agencies and programs to transport people down to
Seattle for various services; the chore program run by the Opportunity
Council which is a program that matches volunteers with seniors, veterans,
and adults with disabilities to assist with the everyday chores they are
physically unable to do; and helping veterans who have lost their ID.
Donovan moved that the Resolution be RECOMMENDED FOR
APPROVAL. The motion carried by the following vote:
Aye: 3 - Frazey, Donovan and Kershner
Nay: 0
Absent: 0
