Roll Call
Council Chair Barry Buchanan called the meeting to order at 1:34 p.m. in the Council
Conference Room, 311 Grand Avenue, Bellingham, Washington.
Present: 7 - Rud Browne, Barry Buchanan, Tyler Byrd, Todd Donovan, Carol Frazey, Ben
Elenbaas and Kathy Kershner
Absent: None
Committee Discussion
AB2020-042 Update on negotiations and planning strategy discussion regarding collective
bargaining. Discussion of this item may take place in executive session (closed to
public) pursuant to RCW 42.30.140(4)(a)

Attorney Present: None.
Buchanan stated that discussion of agenda item one may take place in executive
session pursuant to RCW42.30.140(4)(a). Executive session will conclude no later
than 2 p.m. If the meeting extends beyond the stated conclusion time, he will step out
of the meeting to make a public announcement.
Browne moved to go into executive session until no later than 2 p.m. to discuss the
agenda items pursuant to RCW citations as announced by the Council Chair. The
motion was seconded.
The motion carried by the following vote:
Aye: 6 - Browne, Buchanan, Byrd, Donovan, Frazey, and Kershner
Nay: 0
Out of the Room: 1 - Elenbaas
This agenda item was DISCUSSED.
The meeting adjourned at 1:55 p.m.
The County Council approved these minutes on February 11, 2020.
