Council Criminal Justice and Public Committee Minutes - Final January 28, 2020 Safety Committee Call To Order Roll Call Committee Chair Barry Buchanan called the meeting to order at 2 p.m. in the Council Chambers, 311 Grand Avenue, Bellingham, Washington. Present: 3 - Barry Buchanan, Tyler Byrd and Carol Frazey Absent: None Also present: Rud Browne, Tyler Byrd, Ben Elenbaas, and Kathy Kershner Special Order of Business 1. AB2020-057 Assignment of staffing responsibilities for the Public Health, Safety, and Justice Facility Needs Assessment, including the project website and the Stakeholder Advisory Committee (SAC) Cathy Halka, Council Office, described the involvement of Council Office staff in the project management of the needs assessment, including maintaining a project website, meeting assistance for the Stakeholder Advisory Committee and briefing the Executive's Office about those meetings. Buchanan moved to assign Council Office responsibilities to the Public Health, Safety, and Justice Facility Needs Assessment project. Halka answered questions about how much the investment would be in terms of staff time. Tyler Schroeder, Executive's Office, and Satpal Sidhu, County Executive, answered questions about what resources from the Executive's Office and other departments would be dedicated to the project; how necessary data will be obtained for the needs assessment; the involvement of the INDEX Subcommittee of the Incarceration Prevention and Reduction Task Force in the process of gathering data; collecting questions from Councilmembers that they would like Hellmuth, Obata, and Kassabaum, Inc. (HOK) to answer; how many other proposals were received from the County's Request for Proposal (RFP) for public services for the development of a needs assessment and how the proposals compared. Buchanan withdrew his motion and moved to hold in committee. Buchanan's motion that the Special Order of Business be HELD IN Whatcom County Page I Council Criminal Justice and Public Committee Minutes - Final January 28, 2020 Safety Committee COMMITTEE carried by the following vote: Aye: 3 - Buchanan, Byrd and Frazey Nay: 0 Absent: 0 Other Business Adjournment Discussion continued about building community trust and how to decide on and present a solution for a facility that the voters would support.
