Call To Order
Roll Call
Council Chair Barry Buchanan called the meeting to order at 1:15 p.m. in the Council
Chambers, 311 Grand Avenue, Bellingham, Washington.
Present: 7 - Rud Browne, Barry Buchanan, Tyler Byrd, Todd Donovan, Carol Frazey, Ben
Elenbaas and Kathy Kershner
Absent: None
Committee Discussion
1. AB2020-027 Discussion regarding Whatcom County public health, safety, and justice needs
assessment
Buchanan briefed the Council on the background of this item.
The following people reported:
Bill Elfo, Sheriff
Eric Richey, Whatcom County Prosecutor
Satpal Sidhu, County Executive
Tyler Schroeder, Executive's Office, submitted a handout (on file)
Councilmembers discussed and staff answered questions about the proposed next
steps on the needs assessment and engagement plan going forward, how to best
engage and gain the trust of the community, the timing for placing a measure for a jail
on the ballot, the possibility of an advisory vote before a final ballot measure, and
extending the time for the application deadline for vacanices on the Stakeholder
Advisory Committee.
This agenda item was DISCUSSED.
2. AB2019-600 Ordinance amending Whatcom County Code 11.16 to protect Lake Samish shoreline
properties and Lake Samish water recreation
Buchanan gave an explanation about the public hearing comment period for
AB2019-480 Ordinance amending Whatcom County Code Chapters 11.16 and
11.20 to protect Lake Samish shoreline properties and Lake Samish water
recreation being extended to the next Council meeting.
Dana Brown -Davis, Clerk of the Council, and Councilmembers further discussed the
process for introducing and voting on this item (AB2019-600) and/or A132019-480,
an alternate version of AB2019-600, and how to move forward with both agenda
bills.

Donovan moved and Byrd seconded that the Ordinance be held in committee and
sent to Special Committee of the Whole. The motion carried (see vote count).
The following representatives from Lake Samish spoke:

The ordinance was HELD IN COMMITTEE and sent to Special Committee
of the Whole. The motion carried by the following vote:
Aye: 7 - Browne, Buchanan, Byrd, Donovan, Frazey, Elenbaas and Kershner
Nay: 0
