Council Special Committee of the Whole Committee Minutes - Final January 14, 2020 Call To Order Roll Call Councilmember Rud Browne called the meeting to order at 9:30 a.m. in the Council Chambers, 311 Grand Avenue, Bellingham, Washington. Present: 7 - Rud Browne, Barry Buchanan, Tyler Byrd, Todd Donovan, Carol Frazey, Ben Elenbaas and Kathy Kershner Absent: None Special Order of Business 1. AB2020-004 Reorganization of the Whatcom County Council for 2020 Council Chairperson (Acts as Chair of the FCZD Board of Supervisors as Council Rep. to Whatcom County Economic Development Investment Board and Legislative Rep to the Law Library Board of Trustees) Donovan moved to nominate and appoint Buchanan. The motion was seconded. The motion carried by the following vote: Aye: 7 - Browne, Buchanan, Byrd, Donovan, Elenbaas, Frazey, Kershner Nay: 0 Buchanan continued the meeting as Chair. Council Vice -Chairperson Donovan moved to nominate and appoint Byrd. The motion was seconded. Criminal Justice and Public Safety Donovan moved to nominate and appoint Buchanan, Byrd, and Frazey. The motion was seconded. The motion carried by the following vote: Aye: 7 - Browne, Buchanan, Byrd, Donovan, Elenbaas, Frazey, Kershner Nay: 0 Finance & Administrative Services - Chair of Finance Committee will automatically act as Council Rep. to What -Comm Administrative Board Browne moved to nominate and appoint Browne, Byrd, and Kershner. The motion was seconded. The motion carried by the following vote: Aye: 7 - Browne, Buchanan, Byrd, Donovan, Elenbaas, Frazey, Kershner Nay: 0 Bellingham Regional Chamber of Commerce Frazey moved to nominate and appoint Byrd. The motion was seconded. The motion carried by the following vote: Aye: 7 - Browne, Buchanan, Byrd, Donovan, Elenbaas, Frazey, Kershner Nay: 0 Business and Commerce Advisory Committee (non -voting) Byrd and Browne gave reasons that they would like to serve on the committee. Kershner moved to nominate and appoint Byrd. The motion was seconded. Frazey moved to nominate and appoint Browne. The motion was seconded. The motion was seconded. The motion carried by the following vote: Aye: 7 - Browne, Buchanan, Byrd, Donovan, Elenbaas, Frazey, Kershner Nay: 0 Council of Governments (COG) Appoint ONE of the above two members to also serve on the Exec Board and Transportation Policy Board (cannot be Exec Pro-Tem) Frazey moved to nominate and appoint Kershner. Whatcom Transportation Authority Kershner moved to nominate and appoint Donovan. The motion was seconded. The motion carried by the following vote: Aye: 7 - Browne, Buchanan, Byrd, Donovan, Elenbaas, Frazey, Kershner Nay: 0 Councilmembers, Brown -Davis, and Tyler Schroeder, Executive's Office, discussed a question about whether the meetings today would be canceled because of inclement weather. Byrd moved to have the rest of the committee meetings today and hold the Council meeting items to a later meeting date. Byrd withdrew his motion and moved to have tonight's meeting as scheduled and that both of the ordinances and public hearings will be opened and left open and extended to the next meeting so that the community has an oppportunity to speak tonight or in two weeks. The motion was seconded.
