Call To Order
Roll Call
Councilmember Donovan called the meeting to order at 10:32 a.m. in the Council
Chambers, 311 Grand Avenue, Bellingham, Washington.
Present: 3 - Todd Donovan, Ben Elenbaas and Carol Frazey
Absent: None
Also present: Rud Browne, Barry Buchanan, Tyler Byrd, Kathy Kershner
Special Order of Business
1. AB2020-029 Selection of Committee Chair
Frazey moved that Todd Donovan be NOMINATED AND APPOINTED.
The motion carried by the following vote:
Aye: 2 - Donovan and Frazey
Nay: 1 - Elenbaas
Absent: 0
Committee Discussion and Recommendation to Council
1. AB2020-007 Resolution affirming the PDR Oversight Committee ranking and authorizing Whatcom
County Purchase of Development Rights administrator and Whatcom County
executive to proceed with the acquisition of agricultural conservation easements on the
Roper, McLeod, TeVelde, and Hirschkorn applications
Mark Personius, Planning and Development Services Department Director,
introduced the item and gave a staff report.
Becky Snijder van Wissenkerke, Planning and Development Services Department,
submitted and gave a presentation (on file), updated the committee about the
Purchase of Development Rights Program, and answered questions.
Tyler Schroeder, Executive's Office, answered a question about the current balance
of the Conservation Futures Fund.
Frazey moved that the Resolution be RECOMMENDED FOR APPROVAL.
The motion carried by the following vote:
